Item to be presented by: Rick Putnam UNFINISHED BUSINESS DATE: May 14, 1996 SUBJECT: CITY CENTRAL PARK - PHASE I APPROVAL DEPARTMENT: Parks, Recreation, and Community Services On February 13, 1996, staff presented the Park Development Plan for the City Central Park Site to the City Council. The site is located on Bouquet Canyon Road, between Alamogordo Road and Centurion Way, on the lower mesa of property owned by the Castaic Lake Water Agency. Based on the Council approved Memo of Understanding (MOU) between CLWA and the City, a long term lease is currently being prepared to utilize the 130 acre lower mesa site as the City Central Park. Staff is currently working with CLWA on the lease for this site. The public participation process began in November of 1995, which included a series of public workshops that have resulted in the Consensus Park Development Plan. The Consensus plan was presented to and approved by the Parks and Recreation Commission at its meeting of May 2, 1996. The City Planning Commission reviewed the plan on May 7, 1996, and approved the finding of general plan consistency, Conditional Use Permit (CUP), and a mitigated negative declaration finding for Phase I of this project. Comments from the Planning Commission regarding Phase I included the need for further review of the Santa Clarita Parkway road alignment and access from Santa Clarita Parkway to the park site. The Planning Commission also recommended further review of traffic circulation impacts for the amphitheater, parking, athletic field and security lighting and its impact on adjacent properties, and the intensity of park use as they relate to the entire park site. These issues will be addressed in the planning of future phases of the project. Phase I of the project will include an access entry way, parking, restroom facility, two multi use soccer fields, and a softball diamond. Funding for Phase I construction is available through the Safe Neighborhood Park Bond Act, Proposition A, in the amount of $800,000. Phase I is currently scheduled to be constructed during the 1996-97 fiscal year. RECOMMENDATION Receive the Staff Report and approve the Phase I concept, subject to Santa Clarita Parkway alignment and further review and participation by the community and the Planning Commission as required.
