Item to be presented by: Rick Putnam CONSENT CALENDAR DATE: March 12, 1996 SUBJECT: CITY FUNDING OF WILLIAM S. HART UNION HIGH SCHOOL DISTRICT FACILITIES RENOVATION DEPARTMENT: Parks, Recreation and Community Services In September of 1991, the City of Santa Clarita and the William S. Hart Union High School District entered into a joint powers agreement for the use of community recreation facilities. The agreement allows for the joint use of the City and District owned facilities. District facilities typically used by City recreation programs include gymnasiums, athletic fields and various classroom and multi-purpose facilities.. The District, in turn, makes use of the City's swimming pools, park buildings and park grounds for District sponsored activities. The agreement also calls for each party to "...be responsible to repair any damage caused by it ... in its programs during the time of use of the facilities..," In October of 1995, District staff provided its Board of Directors an inventory of deferred maintenance items for facilities totaling roughly $5.6 million. In an effort to reimburse the District for normal wear and tear on District facilities as a result of use by City programs, as well as to enhance District facilities (e.g., gymnasiums and athletic fields) for greater utilization by the City and community, the City has offered to assist the District in its deferred maintenance program by contributing $100,000 to such an effort. The City's contribution would be spent on specific projects, as identified in the attached February 22, 1996, letter of understanding from the City to the District. The potential $100,000 expenditure was allocated by the City Council during its mid -year review budget process, and the expenditure budgeted in account number 01-4100-230. Agenda Item:. RECOMMENDATION The City Council authorize the expenditure of $100,000 for the rehabilitation of various William S. Hart Union High School District recreation and athletic facilities as specified in the February 22, 1996, letter of understanding between both parties. Hart School District 21515 Redview, Drive Santa Clarita, CA 91350 Pursuant to our previous discussions, this Letter of Understanding between the City of Santa Clarita and William S. Hart School District regards the cooperation between both agencies for the repair of School District owned recreation and athletic facilities. The City desires to assist the District at a cost not to exceed $100,000 in fiscal year 1995-96 for the repair and/or rehabilitation of facilities as follows: A. $50,000 for construction of the William S. Hart High School small gym; and, B. $50,000 for the repair/resurface of floor, paint, re -lamp, refurbish restroom, etc., of the gymnasiums at Canyon and Saugus High Schools and Sierra Vista and Arroyo Seco Junior High Schools. Costs associated solely with the construction, rehabilitation and repair of work identified herein shall be charged against the $100,000 City allocation. All " other costs such as design, construction documents, project management, etc., shall be borne by the District. It is also agreed herein, that the district will indemnify and hold harmless the City of Santa Clarita for any accident, injury or liability resulting from the work performed by the District pursuant to this Letter of Understanding.
