SUBJECT: COMMUNITY STRATEGIC PLANNING ITEM NO. 1- MAGIC MOUNTAIN
PARKWAY/VIA PRINCESSA EXTENSION - SAN FERNANDO ROAD TO
RAINBOW GLEN DRIVE - PROJECT NO. 95-024
AWARD DESIGN CONTRACT

BACKGROUND
As part of the October 8, 1994 Community Strategic Plan, the community identified the "lack
of adequate" roadway throughout the Valley as a major concern. The focus was centered on
east/west circulation, but there was an overall desire to construct new roadway links. On
April 25, 1995, City Council adopted Magic Mountain/Via Princessa from Rainbow Glen Drive
to San Fernando Road as the preferred alternative route.
In keeping with the City's commitment to follow through on the Strategic Plan, staff solicited
proposals from more than 100 firms on March 4, 1996 for Phase I and Phase II of design.
Phase I includes performing alignment studies, preparing an EIR/EIS, project report and project
study report. Phase II includes preparation of right-of-way preliminary design plans and contact
specification documents,
On April 4, 1996, ten firms (teams) submitted written proposals to the City. Staff evaluated all
proposals and interviewed the firms listed on Attachment A in accordance with the
requirements spelled out in the solicitation (RFP). Staff determined that ASL would best fulfill
the City's needs for this project. Therefore, staff recommends awarding the contract for Phase I
to ASL Consultant Company.
An amount of $200,000 in TDA funds has been budgeted in Account No. 16-95024-227 for this
project and a request has been made that $2,629,612 PFA, Gas Tax, STP, TDA, and
Proposition A funds be budgeted for fiscal year 1996-97. The limits of Magic Mountain and
Via Princessa are within the Via Princessa Bridge Major Thoroughfare District. Therefore, costs
associated with the project are eligible for reimbursement by fees collected from future
developments.
The estimated cost for Phase II is $2,200,000.

RECOMMENDATION
The City Council 1) authorize the City Manager to execute the contract for the Phase I design
services of the subject project with ASL Consulting Engineers, in an amount not to exceed
$498,360, plus $50,000 for contingency costs; 2) authorize $200,000 STP funds expenditure from
the 1995/96 project budget and $350,000 STP and Proposition A funds from the proposed
1996/97 fiscal year project budget (subject to the City Council approval of the 1996/97 fiscal year
budget).
