SUBJECT: CITIZEN'S OPTION FOR PUBLIC SAFETY (COPS) PROGRAM
DEPARTMENT: Parks, Recreation and Community Services
In July 1996, Senate approved Assembly Bill 3229, Citizen's Option for Public Safety (COPS),
which allocates for public safety programs. Funds are allocated according to a county or city's
population in proportion to the state's total population, The City of Santa Clarita is eligible to
receive $302,182.26 for front line municipal police services. COPS funding shall be used to
supplement existing services, not to supplant any existing funding for law enforcement services.
Funding should be available to the City in October, 1996, and will continue as an ongoing,
permanent program.
COPS funds must be expended exclusively for county jails, police, sheriff, and district attorney
services. According to the grant, City Council shall appropriate the monies in accordance with
written requests submitted by the Chief Administrator of the local law enforcement agency. To
receive COPS funds, the City must establish a Supplemental Law Enforcement Services Fund.
Monthly reporting of fund expenditures must be submitted to the County Supplemental Law
Enforcement Oversight Committee, which City Manager, George Caravalho, is a member.
The Santa Clarita Sheriffs Station has requested that City Council approve the allocation of
COPS funds to establish an Integrated Juvenile Services Program, which will create an
umbrella entity overseeing all youth related law enforcement efforts and will focus on youth
crime prevention in line with the City's Investment in Youth focus.
Staff recommends that the City Council 1) approve the request from the Los Angeles County
Sheriffs Department, Santa Clarita Station to allocate the Citizen's Option for Public Safety
(COPS) funding in the amount of $302,182; 2) establish special revenue fund number 11 as the
Supplemental Law Enforcement Service Fund; 3) establish estimated revenues of $302,182 in
account number 11-3587; 4) appropriate $1,500 to account 11-8009-101 for financial
administration and $300,682 to account number 11-8009-227; 5) authorize the City Manager,
or designee, to execute any contracts, agreements or change orders arising out of this program;
and, 6) instruct staff to work with Sheriffs Department personnel and various citizen groups

In response to Assembly Bill 3229, Citizen's Option for Public Safety (COPS), which Senate
approved in July 1996, to provide funds to counties and cities for public safety programs, the
Los Angeles County Sheriff's Department, Santa Clarita Station, is requesting the monies be
used to for an Integrated Juvenile Services Program. This new program will allow for the
Santa Clarita Station to focus resources on youth issues.
During the last six years, the City of Santa Clarita has invested a significant amount of
resources for the youth of the Santa Clarita Valley. The City continues to take a pro -active
approach to addressing youth crime prevention. Santa Clarita's Investment in Youth has
embraced risk focused prevention as the key to addressing the issues and concerns which face
youth today. The establishment of an Integrated Juvenile Services Program will create an
umbrella entity at the Sheriff's Station overseeing all law enforcement youth -related efforts.
The Integrated Juvenile Services Program will focus on youth crime prevention and will fall
in line with the City's Investment in Youth focus.
COPS funding will be used to expand on existing Investment in Youth efforts including the
Anti -Gang Task Force, Youth Alliance, Teen Court, School Resource Deputies, Crime
Prevention, Career Offenders Burglary Robbery Apprehension, Youth Activities League and
Community Deputies. The funding will facilitate the consolidation of youth -related law
enforcement efforts, provide Sheriffs personnel with the necessary space and equipment, and
increase youth crime prevention efforts in Santa Clarita.

The Los Angeles County Sheriffs Department, Santa Clarita Station, believes that the
Integrated Juvenile Services Program will streamline youth crime prevention efforts and help
to provide more efficient and effective services. The program will also provide positive
alternatives for youth and allow for more resources to be focused on youth programs.
