The result of this effort was the adoption of City Council policy establishing cost recovery standards, the adoption of the City's first full -cost based fee schedule, and an ongoing mechanism to assess the cost of City services and to adjust fees accordingly. Since 1990, the City has chosen to delay consideration of any fee increases due to the poor state of the regional and state economy. In early 1996, the City Manager directed staff to reassess the City's full cost of providing services. The 1990 business cost assessment methodology was again utilized in performing the current cost analysis update. The 1996 analysis shows that the City's fees have not been increased to keep up with costs. As a result, the City is not recovering costs at the levels established by the City Council in 1990. Propositions 4 and 13 established the "costs reasonably borne" philosophy. This philosophy necessitates the determination of the full business cost of each City -provided service, the identification of the beneficiary of each service, and the evaluation of services to determine an appropriate level of cost recovery for each. "Costs reasonably borne" implies a direct relationship between payment of fees and charges and receipt of services. This direct fee/service and tax equity relationship does not exist when tax monies are used to subsidize services received by only a small portion of the taxpaying public, or by non-residents. In May, staff conducted several public meetings to receive input on the proposed cost recovery plan. This input has been incorporated into the fee schedule. After the June 4, 1996 Study Session, the fee ordinance will be brought to the City Council for a first reading and public hearing on June 25, 1996. The second reading and adoption of the ordinance and resolution could proceed on July 9, 1996. Fees take effect 30 days after adoption of the ordinance and resolution. Attached for your review are Ordinance 90-17, Ordinance 96-24, Resolution 96-82, Schedule of Fees & Charges, Resolution 96-80, Recreation Supplement, Bail Schedule, and Business License Schedule. In terms of cost recovery, each of these services can be categorized as being in one of the following fee structures: 1. Free or Substantiab Subsidized Servi .c. Classes or programs within this category are provided at little or no cost and are generally recognized as providing necessary or significant services to the community. Included in this category would be swim lessons, special events, and the community center. 2. Direct Coc Recovery Services. These services have a goal to recover up to 100 percent of their direct costs. This significant category provides services such as child development programs, teen programs, day camp, and youth sports. Many of the City's most popular programs are contained within this category. Although the Department strives to recover 100 percent of the direct costs, this would in some cases be cost prohibitive for a significant number of families. Fee increases should occur when necessary and with respect to market conditions for similar services. 3. Total Cost Recov= Services. These services are provided based on a cost recovery goal of 100 percent of total costs. Total costs are defined as direct and indirect costs. Services within this category include adult sports, plan check fees, and parade permits. The MSI Study, working in conjunction with the Parks, Recreation, and Community Service Department, recommends changes to the current fee structure. Goals of the fee structure include: Timely and adaptive responsiveness to market conditions and fee adjustments where necessary to insure maximum program participation. Maximize cost recovery and minimize subsidies for non-essential and discretionary services. Create an enterprise division to help support value -based programing. The Parks, Recreation, and Community Service Department recommends the following: Adopt the recommendations of the MSI Fee Study, and designate staff to administratively set activity fees within the fee study guildlines. Set fees to recover direct costs from non-profit rental of facilities. • Discontinue practice of providing facility keys to renters and assign the cost of a building/facility attendant to be included in the fee structure. • A modest increase in youth sports fees of $10 per child not to exceed $20 per family, to help cover the cost of new fingerprinting regulations. • Increase the fee for youth organizations from $0 to $10 per hour to cover the cost of ball diamonds. • Adjust service fee for permits and plan checks to recover all associated costs. Any violations of the Santa Clarita ordinances which are not listed in the schedule have a standard bail. Bail for an unlisted misdemeanor is $250.00 and bail for an unlisted infraction is $35.00. The City Council will adopt the Santa Clarita Bail Fee Schedule by resolution. The schedule and resolution are then submitted to the Presiding Judge, who is Judge Floyd Baxter, will review the proposed bail schedule and present it to the other judges. Once reviewed by all judges of the Newhall Municipal Court, it will be forwarded to the Municipal Court Judicial Bail Committee for the County of Los Angeles. The Judicial Bail Committee then adopts a comprehensive schedule. In this case, the City Council is advisory to the judicial branch in setting the bail schedule. The revenue to the City is determined by the following formula: 2% to an Automation Fund 98% is further divided in which: 89% is divided further with: 50% going to the State and 50% going to the City 11% goes to the State The bail schedule will have no impact on the City's budget.. comsbailfe s.dmg Los Angeles County Municipal Courts i BAIL SCHEDULE for INFRACTIONS and MISDEMEANORS Ja\C1PAL CpG( l TyOF LOS PSV 1 40 LOS ANGELES COUNTY CODE HARBORS - TITLE 19, CHAPTER 19.12 (continued) 19.12.1420 1) Moored vessel high rpm 19.12.1420(k) Broken glass deposited 40 19.12.1420(1) 19.12.1420(m) Garbage, refuse, bottle, can deposited Dump hot coals 40 40 19.12.1420(n) Throw objects intentionally 20 19.12.1420(o) Discharge guns, bow & arrow 40 19.12.1420(P) Remove or destroy shrubs 121 19.12.1420(8)(1) Deface building 40 19,12.1420(q)(2) Write on building 40 19.12.1420(q)(3) Attach sign/building 40 19.12.1420(r)(1) Disturb peace/loud music 40 19.12.1420(r)(2) Disturb peace sounding hom excessive 40 19.12.1420(r)(3) Disturb peace/tumultuous conduct 20 19.12.1420(1)(4) Disturb peace/profane language 100 19.12.1420(r)(5) Disturb peace/loud exhaust or high rpm 40 (b) Noise -making device 40 PARKS AND RECREATION AREAS, TITLE 17, CHAPTER 17.04 17.04.330 Violation of park hours 17.04.340(a) Injure, tree, plant, shrub, et0. so (b) Remove, wood, turf, grass, etc. 100 (0) Cut, break, injure, deface, etc. 100 17.04.350 Islands, g0 or remain upon 100 17.04.360 Childrenvisitn 9 Pam 25 17.04.370 Motor vehicles, operation &parking 50 17.04.360 House trailers 25 17.04.380 Overnight camping, designated areas s0 7.04.400 Animals;
