HomeMy WebLinkAbout1996-10-22 - AGENDA REPORTS - EEMP GRANT PROGRAM (2)AGENDA REPORT 4 City Manager Approval Item to be presented by Rick Putnam CONSENT CALENDAR DATE: October 22, 1996 SUBJECT: APPLICATION APPROVAL FOR THE ENVIRONMENTAL ENHANCEMENT AND MITIGATION GRANT PROGRAM RESOLUTION NO. 96-127 DEPARTMENT: Parks, Recreation, and Community Services BACKGROUND The Environmental Enhancement and Mitigation Program (EEMP) was established by the enactment of the Transportation Blueprint Legislation of 1989 (AB 471 Katz). This legislation states that it is the intent of the Legislature to allocate $10,000,000 annually to this program for grant purposes for a 10 -year period from Fiscal Year 1991-1992 to Fiscal Year 2000-2001. The City's grant application for the 1997-1998 EEMP grant cycle is due November 12, 1996, and must include the following: 1. A Resolution by the City Council authorizing submittal of grant application. 2. The application must indicate a transportation project for which the additional mitigation grant is for. This EEMP grant application will designate the SR -14 Antelope Freeway High -Occupancy Vehicle (HOV) Lane Project for purposes of additional mitigation. The EEMP grant category, roadside recreational, allows application for our scenic enhancement and trail head construction project adjacent to the SR -14 Antelope Valley Freeway and the Lost Canyon Road Underpass. Adopted: (P RECOMMENDATION 1. Adopt Resolution 96-127 for the Santa Clara River Scenic Roadside Enhancement Project. 2. Approve the filing of an application for the Environmental Enhancement and Mitigation Program for grant assistance. 3. Certifies that said applicant will make adequate provisions for operation and maintenance of the project. 4. Appoint the City Manager to conduct all negotiations, execute and submit all documents, including, but not limited to applications, agreements, amendments, payment requests, and other documentation that maybe necessary for the completion of the aforementioned project. RESOLUTION 96-127 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE ENVIRONMENTAL ENHANCEMENT AND MITIGATION PROGRAM UNDER THE SECTION 164.56 OF THE STREETS AND HIGHWAY CODE FOR THE FOLLOWING PROJECT: SANTA CLARA RIVER SCENIC ROADSIDE ENHANCEMENT PROJECT WHEREAS, the Legislature of the State of California has enacted AB471(Chapter 106 of the Statutes of 1989), which is intended to provide $10 million annually for a period of 10 years for grant funds to local, state and federal agencies and nonprofit entities for projects to enhance and mitigate the environmental impacts of modified or new public transportation facilities; and WHEREAS, the Resources Agency has established the procedures and criteria for reviewing grant proposals and is required to submit to the California Transportation Commission a list of recommended projects from which the grant recipients will be selected; and WHEREAS, said procedures and criteria established by the Resources Agency require a resolution certifying the approval of application by the applicant's governing body before submission of said application to the State; and WHEREAS, the application contains assurances that the applicant must comply with; and WHEREAS, the applicant, if selected, will enter into an agreement with the State of California to carry out the environmental enhancement and mitigation project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita hereby: 1. Approves the filing of an application for the Environmental Enhancement and Mitigation Program for grant assistance. 2. Certifies that said applicant will make adequate provisions for operation and maintenance of the project. 3. Appoints the City Manager to conduct all negotiations, execute and submit all documents, including, but not limited to applications, agreements; amendments, payment requests and so on, which may be necessary for the completion of the aforementioned project.
