Caravalho The City Council has assured the public we will not lose momentum in the fight against Elsmere and that we will continue our efforts at educating and lobbying other cities in Los Angeles County. We propose to give the Council briefings on all matters on a regular basis and to provide a regular written status report for your review and/or comment. I. Contract Close Out In response to the Council's November 26, 1996 action, staff has initiated close out. The contract provides for us to request pertinent information and all work in progress from the consultant before final payment. Examples of the kinds of items we are requesting include: A list of cities and contact names of those cities that are committed to supporting Santa Clarita's efforts. A copy of work to date on the summary of the Siting Element Deficiency Report. A list of all parties who have been mailed the GBB report and the status of follow- up to each one. II.. Hiring Additional Assistance We have made a list of people who could be of assistance in the external/lobbying effort to the County and other cities. We made several contacts this week but, in discussion, identified possible areas of conflict of interest. I will continue to contact people and hope to have someone on board within the next week. Agenda ltern: L III. Santa Clarita Volunteers and Supports I have asked the staff to develop a comprehensive meeting with our citizens and residents on where we go from here and make suggestions/requests for their continued involvement. This meeting will key off the six month action plan developed over the summer with the group. Our next report will have further details. IV. UCLA Conference I have met personally with Don Wolfe, L. A. County Public Works, and Mark Paisano, SCAG Executive Director, to workout the concept of a jointly sponsored conference. Both are interested and have made preliminary verbal commitments. The next round of meetings will focus on the overall direction of the joint conference and ways to ensure Santa Clarita's message will be highlighted. We hope to have more specifics for Council's review in the next 10 days or so. V. Siting Element Mayor Pro Tem Smyth and myself presented the results of the GBB Report to the SLAG Solid Waste Task Force last week. The Task Force is made up of areawide elected officials who are very knowledgeable about waste issues. We were courteously received, but their questions and comments made it obvious they were a long way from supporting Santa Clarita. In fact, several members classified our entire effort as "NIMBYism". Regarding the latest Board of Supervisors' action to eliminate possible landfill sites from the Element, staff has drafted two letters to be from the City Council - the fust to Supervisor Antonovich with reasons why he should initiate a similar action to remove Elsmere and Townsley from the Element; the second to the newly elected Assemblyman and Cathie Wright and others to join with us in this request to Supervisor Antonovich. The letters will go out by Wednesday, November 20, and staff will initiate follow-up phone calls. VI. City Interest in Possible Elsmere Purchase We have made contact with a local commercial real estate broker and asked.that he make inquiries to see if the property owner is amenable to an offer to purchase. RECOMMENDATION Receive and discuss up-to-date information and discuss any potential actions.
