When a property not located within the existing boundaries of a Sanitation District is proposed for sewer connection, it must be annexed to the appropriate Sanitation District. In order to provide treatment services, the District must share in the increase in tax revenue from the property with all of the existing taxing agencies, including the City. The District does not receive any of the base tax rate of the property prior to annexation; it shares only in the increase represented by the Annual Tax Increment (ATI), if any. In order to share in the increase in revenue, the District must adopt a joint resolution with the Board of Supervisors of Las Angeles County, which acts on behalf of the local agencies receiving an apportionment of the property tax. RECOMMENDATION City Council adopt Resolution No. 96-8, approving and accepting the negotiated exchange of property tax revenues resulting from Annexation No. 285 to Los Angeles County Sanitation District No. 26.
