HomeMy WebLinkAbout1996-10-22 - AGENDA REPORTS - FEES OUTSIDE AGENCIES (2)City Manager Approval Item to be presented Ken Pulskamp CONSENT CALENDAR DATE: October 22, 1996 SUBJECT: AUTHORIZATION OF A PURCHASE ORDER FOR ANNEXATION FEES TO OUTSIDE AGENCIES DEPARTMENT:: Community Development The City presently has ten proposed annexations in various stages of processing. Fees are required by outside agencies such as the Local Agency Formation Commission (LAFCO), the County Assessor, and the State Board of Equalization for their processing. For the remainder of the current 1996-97 fiscal year, fees estimated at $30,280 will be necessary to pay LAFCO. Of the ten annexations, it is estimated that seven will require payment to LAFCO during the year. The fees cover the application for annexation, environmental review (if necessary), and the fee for the County Assessor review (LAFCO collects this fee for the Assessor's office). Of the $30,280 amount, only $12,000 will actually be funded by the City. Property owners of the various annexations will fund the balance. They will deposit funds with the City, and the City will in turn pay the fees. In accordance with the City's January 1996 Purchasing Policy, if the amount exceeds $20,000, City Council approval is required. A purchase order is necessary to authorize subsequent payment to these agencies. Council approval is necessary for only one of the outside agencies, LAFCO, since it collects the fees for the County Assessor as well. The other agency, the State Board of Equalization, is anticipated to be $7,100 which will not require Council approval..
