SUBJECT: GBB SOLID WASTE MANAGEMENT PLAN CONTRACT
AMENDMENT

BACKGROUND
The City of Santa Clarita has contracted with the firm of Gershman, Brickner and Bratton
(GBB) of Falls Church, Virginia to conduct a comprehensive study and analysis of Los Angeles
County's Solid Waste Management program. The contract was initially executed in the amount
$75,000 in June of 1995 and amended on October 10, 1995 to $125,000. Since that time, the
study has progressed and is near completion. However, significant change has taken place in
the solid waste management system for Los Angeles County due to the upcoming closure of
Lopez Canyon Landfill projected to occur in September 1996, the closure of BKK's West Covina
Landfill and the approved expansion of Sunshine Canyon and the pending approval of an
expansion at Chiquita Canyon Landfill have created significant change in the project model.
GBB has discussed with City staff the need to remodel the waste capacities for Los Angeles
County and alter portions of the project study. It is recommended that an additional $25,000
be allocated to the project budget from account number 01-4103-230. These funds will be used
to re -run computer models based on the new data, produce charts and graphics and allocate
additional time for study subconsultants to review the project and present the findings of the
study.
It is recommended that the City Council approve the contract amendment with the firm of
Gershman, Brickner and Bratton in the amount of $25,000 for development of a solid waste
management plan for Los Angeles County. Approve the use of funds in account number
01-4103-230 for this amendment to an existing contract.
