SUBJECT: AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS TO THE
CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
RESOLUTION NO, 96-40

BACKGROUND
Funds were established through Assembly Bill 1843 (Statutes of 1989, Chapter 974), which provides
grants to local governments for the purpose of diverting tires from landfill disposal.
Santa Clarita Resolution No. 96-40 will authorize the submittal of grant applications to the California
Integrated Waste Management Board (CIWMB) for funds expended through the California Tire
Recycling Management Fund.
The City's grant application requests funding of $12, 263 to install playground cover made from used
tires at Canyon Country Park. Canyon Country Park is also the City's compost demonstration site,
which features products made from recycled materials. Placement of recycled content playground
cover at this park will further expand the recycled product theme.
RECOMMENDATION
Adopt Resolution No. 96-40 authorizing the submittal of Tire Recycling Grant applications to the
CIWMB.

RESOLUTION NO. 96-40
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS TO THE
CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
WHEREAS, the people of the State of California have enacted Assembly Bill 1843 (W_ Brown,
Chapter 974, Statutes of 1989) that provides grants to local governments, businesses and non-profit
organizations for the purpose of diverting tires from landfill disposal by fostering new business
enterprises and encouraging cooperative local government programs; and
WHEREAS, the California Integrated Waste Management Board has been delegated the
responsibility for the administration of the program within the state, setting up necessary procedures
governing application by local agencies, businesses and non-profit organizations under the program;
and
WHEREAS, said procedures established by the California Integrated Waste Management Board
require the applicant to certify by resolution the approval of application before submission of said
application to the state; and
WHEREAS, the applicant will enter into an agreement with the State of California for development
of the project;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve
as follows:
SECTION 1: Authorizes the submittal of grant applications to the California Integrated Waste
Management Board for all grants available through the Tire Recycling Management Fund.
SECTION 2: The Public Works Director of the City of Santa Clarita is hereby authorized and
empowered to execute in the name of the City of Santa Clarita all necessary applications, contracts,
agreements, amendments and payment request hereto for the purposes of securing grant funds and
to implement and carry out the purposes specified in the grant application.
SECTION 3: The City Clerk shall certify the adoption of this resolution.
