HomeMy WebLinkAbout1996-10-22 - AGENDA REPORTS - INSTALL ONEWAY TWOWAY CONTROLS (2)City Manager Approval Item to be presented by: Rabie Rahmani CONSENT CALENDAR DATE: October 22, 1996 SUBJECT: INSTALLATION OF ONE-WAY AND TWO-WAY STOP CONTROLS AT VARIOUS INTERSECTIONS RESOLUTION NO. 96-128 DEPARTMENT: Building and Engineering Services The Traffic Engineering Division staff conducted an investigation at various intersections for the possible installation of one-way and two-way stop controls. Presently, the studied intersections are uncontrolled three- and four-way intersections. One -Way Stop Control: Circle J Ranch Road at Rolling Ridge Drive and at Clear View Court are uncontrolled three -leg intersections (see Exhibit "A1. Rolling Ridge Drive and Clear View Court terminate at Circle J Ranch Road, a through street, and form "T" intersections. There are some vertical and horizontal curves on streets which hinder the drivers' sight visibilities at these intersections. Coupled with this, drivers on minor streets (Rolling Ridge Drive and Clear View Court) are often observed in violation of the right-of-way rule (not yielding to Circle J Ranch traffic) at the intersections. Thus, installation of one-way stop controls at these intersections would enhance the traffic safety by providing a strong right-of-way rule. Two -Way Stop Control: Estoril Street, Dorado Drive, Chimney Rock Road and Bellerive Drive are cul-de-sac residential streets, intersect with Calle Arbor, a through residential street, and form four -leg intersections (see Exhibit "A"), The City's guideline is to establish two-way stop controls at all four -leg intersections in new developments. The justification is that without any stop signs, motorists arriving at the intersection from different approaches at times do not obey the right-of-way rule and cause accidents. Thus, establishing two-way stop controls at these and at similar intersections has the following benefits: provides a positive right-of-way and reduces potential accidents, minimizes potential liability for the City, and is consistent with the City's practice for new developments. Staff believes that there are several other uncontrolled four -leg intersections that exist in the City. Staff recommends that these intersections be modified to two-way stop control intersections, stopping the minor legs, as they become identified._ Adopted: enda iterm:- tr RESOLUTION NO. 98-128 October 22, 1996 -Page 2 IMMIMMD1121 • � Adopt Resolution No. 96-128, which supports the following recommendations: 1. Traffic on Rolling Ridge Drive and Clear View Court be required to stop before entering Circle J Ranch Road (one-way stop). 2. Traffic on Estoril Street, Dorado Drive, Chimney flock Road and Bellerive Drive be required to stop before entering Calle Arbor (two-way stop). 3. Authorize staff to establish two-way stop controls at all existing uncontrolled four -leg intersections as they become identified.. The stop signs shall be installed to control the minor legs of the intersections. Resolution No. 96-128 Exhibit "A AY:lkl w=ciM1 96.IM.ay RESOLUTION NO. 96-128 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, ESTABLISHING ONE-WAY AND TWO-WAY STOP CONTROLS AT VARIOUS INTERSECTIONS ESTABLISHING TWO-WAY STOP CONTROLS AT ALL EXISTING UNCONTROLLED FOUR -LEG INTERSECTIONS WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate any intersection under their exclusive jurisdiction as a stop intersection; and WHEREAS, Circle J Ranch Road at Rolling Ridge Drive, Circle J Ranch Road at Clear View Court would benefit from the installation of one-way stop controls; and WHEREAS, all existing uncontrolled four -leg intersections, including Calle Arbor at Estoril Street, Dorado Drive, Chimney Rock Road and Bellerive Drive, would benefit from the installation of two-way stop controls on the minor legs. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1: That the following intersections are designated as a stop intersection with the following stop control. 1. Traffic on Rolling Ridge Drive and Clear View Court shall be required to stop for traffic on Circle J Ranch Road. 2. Traffic on Estoril Street, Dorado Drive, Chimney Rock Road and Bellerive Drive shall be required to stop for traffic on Calle Arbor, SECTION 2: Staff is authorized to establish two-way stop controls at all existing uncontrolled four -leg intersections as they become identified. The stop signs shall be installed to control the minor legs of the intersections. SECTION 3: That the stop designation, as provided herein, shall apply when appropriate signs and pavement markings giving adequate notice thereof have been placed as described in Section 1.
