SUBJECT: LACMTA SAN FERNANDO VALLEY/NORTH COUNTY CORRIDOR
REQUEST TO FUND STAFF POSITION

BACKGROUND
The Los Angeles County Metropolitan Transportation Authority (LACMTA) presented the San
Fernando Valley/North County Corridor cities with an agreement to cost share a staff person to act
as liaison with the LACMTA, and provide staff assistance to the Board Director and Alternate. All
12 cities participated in the agreement during the previous year:
The attached agreement provides for this position and includes the breakdown of the costs to the
individual cities involved. The City of Santa Clarita's share is $12,276, and is budgeted from Public
Works Transit Division account 55-7000-227.
RECOMMENDATION
Approve the attached agreement between the City and LACMTA and authorize the City Manager
to sign on behalf of the City.

AGREEMENT
This Agreement is entered into this day of
19 _ , by and between the City of Glendale, a
Municipal Corporation (hereafter "Glendale"), and the Cities of Agoura Hills,
Burbank, Calabasas, Hidden Hills, La Canada Flintridge, Lancaster, Malibu,
Palmdale, San Fernando, Santa Clarita, and Westlake Village, each a Municipal
Corporation (hereafter "San Fernando Valley/North County Corridor Cities").
RECITALS
WHEREAS, one member of the Board of Directors of the Los Angeles County
Metropolitan Transportation Authority (MTA) is selected by the Los Angeles
County City Selection Committee and nominated by cities in the area identified as
the San Fernando Valley/North County Corridor; and
WHEREAS, the MTA San Fernando Valley/North County Corridor consists
of the Cities of Agoura Hills, Burbank, Calabasas, Glendale, Hidden Hills, La Canada
Flintridge, Lancaster, Malibu, Palmdale, San Fernando, Santa Clarita, and Westlake
Village; and
WHEREAS, the cities in the MTA San Fernando Valley/North County
Corridor have agreed to jointly fund a position to coordinate MTA activities and
provide staff assistance to the MTA Corridor Board Director; and
WHEREAS, the existing MTA San Fernando Valley/North County Corridor
Board Director is an elected official of the City of Glendale.
NOW, THEREFORE, the parties hereto agree as follows:
A. Glendale shall provide services necessary to administer a full-time staff
position that will serve the functions set forth above. These services shall include,
but not be limited to, the following: coordination of recruitment and hiring
processes, payroll, and administration of agreed upon benefits.
B. Glendale shall provide office space and clerical support for the position.
C. The individual retained for the staff position will be hired by and report
directly to the MTA San Fernando Valley/North County Corridor Board Director;
however, for purposes of administration and compensation, the staff position shall
appear as an at -will unclassified hourly employee of the City of Glendale.
D. Should the MTA Corridor Board Director for the San Fernando
Valley/North County Cities be changed for whatever reason during the contract
period, the terms of this Agreement shall remain, and be in full force and effect
unless the parties hereto, in writing, amend this Agreement to provide alternative
administration and support services for the staff position.
E. The functions of said position shall include, but not be limited to, the
following:
1) Provide general staff support to the MTA Corridor Board Director and
Alternate; 2) serve as a liaison to cities in the Corridor on ongoing MTA related
activities and issues; 3) monitor MTA activities through attendance at meetings and
communications with MTA staff and other Board Directors, 4) seek input and
provide feedback on MTA issues of interest to individual cities in the Corridor; and
5) provide information to the MTA Corridor Board Director in response to the
interests and/or requests of individual cities in the Corridor.

F. The total sums to be paid for said staff position, including all salary and
benefits, shall not exceed Seventy Thousand Dollars ($70,000),_ annually. Other than
the costs of salary and benefits as foresaid, all costs incurred by Glendale to perform
the administrative tasks set forth in Paragraph.A of this Agreement shall be paid for
by Glendale.
G. Each City in the MTA San Fernando Valley/North County Corridor shall
pay to Glendale an annual sum not to exceed the amount(s) as identified in the Cost
Sharing Summary, which is attached hereto as Attachment A, and incorporated
herein.
H. Glendale shall invoice each city in the MTA San Fernando Valley/North
County Corridor for the full amount no earlier than March 1, 1996 and payment
shall be received within sixty (60) days of the date of the invoice.
I. It is understood that the employee is not an agent or employee of any city
in the MTA San Fernando Valley/North County Corridor and further no city in the
MTA San Fernando Valley/North County Corridor shall be responsible for any act
or omission of said employee.
J. This Agreement may be executed and delivered in any number of
counterparts or copies ("counterpart') by the parties hereto. When each party has
signed and delivered at,least one counterpart to Glendale, each counterpart shall be
deemed an original and, taken together, shall constitute one and the same
Agreement, which shall be binding and effective as to the parties hereto.

K This Agreement shall commence on the effective date set forth above and
shall expire twelve (12) months following this date. In the event Glendale has not
received executed counterparts from all MTA San Fernando Valley/North County
Corridor Cities by March 1, 1996, Glendale may, in its sole discretion, terminate this
Agreement and thereafter shall refund any monies paid by the Cities to Glendale in
furtherance of this Agreement.
WHEREFORE, the parties hereto have executed this Agreement on the day
and year first above written.

COST SHARING SUMMARY
Each amount is determined by calculating a percentage of the total costs of the position.
The percentage for each city is equal to the percentage of overall population for all cities
in the Corridor. Calculations are based upon 1994 State certified population figures.
