HomeMy WebLinkAbout1996-05-14 - AGENDA REPORTS - LACO NORTHBRIDGE ANNEX (2)AGENDA REPORT City Manager Approval Item to be presented by: Jeff Lambert CONSENT CALENDAR DATE: May 14, 1996 SUBJECT: A RESOLUTION AMENDING RESOLUTION NO. 96-31, THE RESOLUTION OF APPLICATION TO THE LOCAL AGENCY FORMATION COMMISSION OF LOS ANGELES COUNTY FOR ANNEXATION NO. 1992-04 (MASTER CASE NO. 92-204), THE "NORTHBRIDGE" ANNEXATION RESOLUTION NO. 96-61 DEPARTMENT: Community Development tt► 1 Resolution No. 96-61 amends Resolution No. 96-31, the "Resolution of Application" adopted by the City Council on March 26, 1996, requesting that the Local Agency Formation Commission (LAFCO) initiate annexation proceedings for Annexation No. 1992-04 the "Northbridge" Annexation (Master Case No. 92-204). Resolution No. 96-61 amends the original resolution of application by expanding the project's boundaries and sets forth applicable Government Code sections, reasons for the annexation, exhibits identifying the site, and other required information, Resolution No. 96-61 amends the boundaries for Annexation No. 1992-04 by including an additional 81.3 acres of vacant land to the original boundary. The additional parcels include 32.5 acres, prezoned Community Commercial, located at the northeast corner of McBean Parkway and Newhall Ranch Road, and 48.8 acres, prezoned Residential Suburban and Residential Moderate, located north of Newhall Ranch Road and approximately 750 feet west of Bouquet Canyon Road, Both parcels were prezoned as part of Prezone No. 95-006 for the proposed North Valencia Annexation. The amended project area for the Northbridge Annexation includes a total of 728 acres of inhabited land located north of Newhall Ranch Road, east of McBean Parkway, generally west of Bouquet Canyon Road, and north and south of Decom Drive adjacent to the existing city limits in the North Valencia area (see attached map). The proposed annexation is requested by 60% of the local residents, who signed a petition desiring City services for the area. There are no known persons or organizations opposed to this proposal. Resolution No. 96-61 Exhibit A - Legal Description (In reading file in City Clerk's Office) Exhibit B - Map s:\cd\annex\924apar2.eam RESOLUTION NO. 96-61 A RESOLUTION AMENDING RESOLUTION NO. 96-31 THE RESOLUTION OF APPLICATION BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION OF LOS ANGELES COUNTY INITIATE PROCEEDINGS FOR THE PROPOSED ANNEXATION OF CERTAIN INHABITED TERRITORY TO THE CITY OF SANTA CLARITA (MASTER CASE NO. 92-204) WHEREAS, the City of Santa Clarita desires to initiate proceedings pursuant to the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1994), Division 3, commencing with Section 56000 of the California Government Code, for annexation; and WHEREAS, the short form designation of the proposal is Annexation No. 1992-04 (Master Case No. 92-204); and WHEREAS, the City of Santa Clarita desires to amend Resolution No. 96-31 adopted by the City Council on March 26, 1996, in order to expand the boundaries of proposed Annexation No. 1992-04. WHEREAS, the territory proposed to be annexed is inhabited, and a description of the amended boundaries is set forth in Exhibit A and a map of the boundaries is set forth in Exhibit B, attached and by this reference incorporated; and WHEREAS, this proposal is inconsistent with the City of Santa Clarita's Sphere of Influence as designated by the Local Agency Formation Commission on January 22, 1992, and would require amending thereof pursuant to this proposal; and WHEREAS, no terms or conditions are requested by the City or the property owners for this proposed annexation at this time; and WHEREAS, the reasons for this proposed annexation are as follows: 1) to respond to the property owners' request for City services and; 2) to expand and provide a logical extension of the City's physical boundary and urban service area; and 3) to promote sound planning and land use practices in the affected territory; and WHEREAS, 60% of owners of land within project area have given their written consent to the annexation; and WHEREAS, the City Council of the City of Santa Clarita has considered all evidence, oral and documentary, and is advised of the foregoing. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Clarita, California, does hereby determine and find as follows: Resolution No. 96-61 Page 2 SECTION 1. This Resolution of Application is hereby adopted by the City Council amending Resolution No. 96-31, and the Local Agency Formation Commission of Los Angeles County is hereby requested to initiate proceedings for the annexation of that territory described in Exhibit A and mapped in Exhibit B, incorporated by this reference, according to the terms and conditions stated above, if any, with notice and hearing by the commission and the City, and in the manner provided by the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1994). SECTION 2. The City Council hereby directs and authorizes the City Clerk of the City of Santa Clarita to forward a certified copy of this Resolution with applicable fees and other information as required by Section 56383 of the Government Code to the Executive Officer of the Local Agency Formation Commission of Los Angeles County. SECTION 3. The City Clerk shall certify to the adoption of this resolution and certify this record to be a full, true, correct copy of the action taken.
