HomeMy WebLinkAbout1996-08-27 - AGENDA REPORTS - LACO TOWSLEY CYN ANNEX (2)AGENDA REPORT CONSENT CALENDAR DATE: August 27, 1996 City Mana; Item to be Jeff Lambert SUBJECT: A RESOLUTION OF APPLICATION TO THE LOCAL AGENCY FORMATION COMMISSION OF LOS ANGELES COUNTY FOR THE TOWSLEY CANYON ANNEXATION (ANNEXATION NO.1989-01) DEPARTMENT: Community Development BACKGROUND On July 9, 1996, the Council began discussion of the above item. No action was taken. Council directed staff to meet with all the property owners involved and return to Council at the August 27, 1996, meeting. Approximately six of the property owner meetings have occurred to date. Staff will continue to meet with the property owners and report back to the Council when this is concluded. Since beginning these meetings, staff has learned more about the property owners concerns and needs. All of the property owners thus far have expressed that they are very comfortable with their existing status being in the County; they have the necessary zoning, or other entitlements to conduct the type of businesses they operate. All have been on their properties for many years. More of the property owners now seem more comfortable with annexation than at the July 9 Council meeting. They have indicated that new zoning under the City must allow them to conduct the same businesses they have now; some seem to want even more. Other concerns have centered around property maintenance in the area, and the need for other jurisdictions such as Caltrans and the Flood Control District to respond to problems in the area. If the City can influence these agencies to act on problems in the area, this would help tremendously. To allay the concerns discussed to date staff is looking into two possible solutions. Zoning concerns may be alleviated by offering the property owners zoning that would accommodate present and future uses. Secondly, staff is exploring the feasibility of obtaining Caltrans and Flood Control District assistance. Although this agenda item deals with the subject of the annexation application to be filed with LAFCO, at this point the property owners' concerns center around future zoning of their property. To address the zoning concerns, staff proposes that the prezoning occur as the next phase in the process, concurrently with the LAFCO application.
