SUBJECT: A RESOLUTION OF APPLICATION TO THE LOCAL AGENCY
FORMATION COMMISSION OF LOS ANGELES COUNTY FOR THE
TOWSLEY CANYON ANNEXATION (ANNEXATION NO. 1989-01)

The Resolution of Application proposed for adoption by the City Council constitutes a formal
request to the Local Agency Formation Commission (LAFCO) to initiate annexation
proceedings for the Towsley Canyon Annexation (Annexation No. 1989-01). The Resolution sets
forth applicable Government Code sections, reasons for the annexation, exhibits identifying the
site and other required information.
The Towsley Canyon Annexation is a proposal to annex 25 parcels of land of approximately
720 acres to the City of Santa Clarita. The initial focus for the annexation study area was on
a 223 -acre site within Towsley Canyon owned and administered under a joint powers authority
between the City of Santa Clarita and the Santa Monica Mountains Conservancy to establish
the Santa Clarita Woodlands Park as a regional open space reserve. Because of its ridgelines,
hillsides, oak trees and major watershed drainages, this site and adjacent land have been
recognized as a significant ecological area (oak woodland biome). City staff reviewed this site
relative to its location to the existing incorporated boundary, and the relationship between this
boundary and adjacent properties. Considering the geographic relationship between the City
boundary and the adjacent properties, and the requirement of contiguity for a logical extension
of the City's urban service boundary, the adjacent properties within the study area have been
included as part of this annexation request.:
The annexation area is located immediately west of the Golden State Freeway (Interstate 5)
extending approximately one mile to the west, and extends to the south approximately 9/n -mile
south of the Calgrove Boulevard exit, and to the north to approximately 500 feet north of Lyons
Ranch Road. The majority of the annexation area consists of vacant land, with four of the
properties developed with residences and various accessory buildings. The annexation area
contains the major drainages of Lyons Canyon, Wiley Canyon, and Towsley Canyon (see
Attachment B, Location Map). This area has been historically developed and used for very low
density rural type of residential and recreational uses, including horseback riding and hiking.

The 720 -acre site is intended to be annexed with existing uses to continue, and for all
undeveloped property to be pre -zoned in accordance with the City's approved existing General
Plan land use designations. Per the General Plan, properties along The Old Road are
designated as CC (Community Commercial), RVL (Residential Very Low), and RE (Residential
Estate). Westerly of The Old Road several properties continue to be designated under the City's
General Plan as RVL and RE, along with OS (Open Space), SEA (Significant Ecological Area)
and Flood Plain.
Staff has notified property owners of the proposed annexation request to LAFCO and the
environmental assessment prepared for future pre -zoning of property within the study area.
Presently, staff has received no specific request or definite commitment from any property
owners within the annexation study area to have their properties included in the annexation
request. No request for future development or subdivision is included in the request for
annexation.
Staff has discussed the possibility of site development with Time Warner Entertainment
Company (Time Warner), owner of 232 acres within the northerly portion of the annexation
study area. Time Warner has expressed an interest in possibly annexing to the City, if such
a proposal would include approval for site development. Time Warner is currently conducting
land use studies to determine the development potential of this property; however, they have
no final development plans or environmental documentation available for our review at this
time.
The City is also seeking an expansion of its Sphere of Influence coterminous with the boundary
of the project site, and to create a more logical corporate boundary.
RECOMMENDATION
The City Council adopt Resolution No. 96-95, making application to the Local Agency
Formation Commission for the Towsley Canyon Annexation (Annexation No. 1989-01),

A RESOLUTION OF APPLICATION BY THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION
OF LOS ANGELES COUNTY INITIATE PROCEEDINGS FOR
THE PROPOSED ANNEXATION OF CERTAIN UNINHABITED TERRITORY
TO THE CITY OF SANTA CLARITA (ANNEXATION NO. 1989-01)
WHEREAS, the City of Santa Clarita desires to initiate proceedings pursuant to the Cortese -
Knox Local Government Reorganization Act of 1985 (Revised 1991), Division 3, commencing
with Section 56000 of the California Government Code, for annexation; and
WHEREAS, the territory proposed to be annexed is uninhabited, and a description of the
boundaries is set forth in Exhibit A and a map of the boundaries is set forth in Exhibit B,
attached and by this reference incorporated; and
WHEREAS, the short form designation of the proposal is the Towsley Canyon Annexation
(Annexation No. 1989-01); and
WHEREAS, this proposal is inconsistent with the City of Santa Clarita's Sphere of Influence
as designated by the Local Agency Formation Commission on November 15, 1989, and would
require amending thereof pursuant to this proposal; and
WHEREAS, no terms or conditions are requested by the City for this proposed annexation at
this time; and
WHEREAS, the reasons for this proposed annexation are as follows: 1) to respond to the
request for City services and local government representation currently located within the
unincorporated portion of the County of Los Angeles; 2) to expand and provide a logical
extension of the City's physical boundary and urban service area; and 3) to promote sound
planning and land use practices in the affected territory; and
WHEREAS, the City Council of the City of Santa Clarita has considered all evidence, oral and
documentary, and is advised of the foregoing.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does hereby
resolve as follows:
SECTION 1. This Resolution of Application is hereby adopted by the City Council, and the
Local Agency Formation Commission of Los Angeles County is hereby requested to initiate
proceedings for the annexation of that territory described in Exhibit A and mapped in Exhibit
B, incorporated by this reference, according to the terms and conditions stated above, and in
the manner provided by the Cortese -Knox Local Government Reorganization Act of 1985
(Revised 1991).

SECTION 2. The City Council hereby directs and authorizes the City Clerk of the City of Santa
Clarita to forward a certified copy of this Resolution with applicable fees and other information
as required by Section 56383 of the Government Code to the Executive Officer of the Local
Agency Formation Commission of Los Angeles County.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution and certify this
record to be a full, true, correct copy of the action taken.
