SUBJECT: A RESOLUTION REQUESTING THAT THE 'LOCAL AGENCY
FORMATION COMMISSION AMEND THE SPHERE OF INFLUENCE
FOR ANNEXATION NO, 1992-03 (MASTER CASE NO. 92-094), THE
"SECO CANYON" ANNEXATION - RESOLUTION NO. 96-5

Resolution No. 96-5 is a request to the Local Agency Formation Commission of the County of
Los Angeles to amend the City's Sphere of Influence to initiate annexation proceedings for
proposed Annexation No. 1992-03 (Master Case No. 92-094). Commonly known as the "Seco
Canyon" Annexation, the project site consists of approximately 425 acres of generally inhabited
land located north of Copper Hill Drive and east and west of Seco Canyon Road adjacent to the
existing City boundary in the Saugus area.
The annexation was initiated at the request of over 60% of the property owners, who desire City
services. There are no known persons or organizations opposed to this proposal. The City also
seeks annexation of the property to create a more logical corporate boundary.
Adopt Resolution No. 96-5, requesting that the Local Agency Formation Commission amend the
City's Sphere of Influence for the "Seco Canyon" Annexation, Annexation No. 1992-03 (Master
Case No, 92-094).

RESOLUTION NO. 96-5
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
REQUESTING THAT THE LOCAL AGENCY FORMATION COMMISSION
OF LOS ANGELES COUNTY AMEND THE EXISTING SPHERE OF INFLUENCE
FOR THE CITY OF SANTA CLARITA, FOR PROPOSED ANNEXATION NO. 1992-03,
"SEGO CANYON" ANNEXATION TO THE CITY OF SANTA CLARITA
(MASTER CASE NO. 92-094)
WHEREAS, Section 56848.5 of the Cortese -Knox Local Government Reorganization Act
states that no proceedings for an inhabited annexation my be initiated, by a City of over 100,000
residents in a County of over 4,000,000 people, unless the proposal is consistent with the sphere
of influence of the affected city; and
WHEREAS, the City of Santa Clarita desires to initiate proceedings pursuant to the
Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1994), Division 3,
commencing with Section 56000 of the California Government Code, for proposed Annexation
No. 1992-03 ("Seco Canyon" Annexation); and
WHEREAS, the territory proposed to be annexed is inhabited and is described in Exhibit
A and a map of the boundaries is set forth in, Exhibit B, attached and by this reference
incorporated; and
WHEREAS, this proposal is inconsistent with the City of Santa Clarita's Sphere of,
Influence as designated by the Local Agency Formation Commission on January 22, 1992, and
would require amending thereof pursuant to this proposal; and
WHEREAS, the territory within this proposed amendment contains development of an
urban nature that is physically adjacent to, and economically and socially integrated, with the
City of Santa Clarita; and
WHEREAS, this proposed amendment will enable orderly growth and development in
an area adjacent to the City of Santa Clarita; and
WHEREAS, this proposed amendment will coordinate property development standards
and encourage timely provision of adequate and essential services such as streets, sewer, water,
police and fire protection, parks and recreation, flood control and solid waste disposal services;
and,
WHEREAS, the territory within this proposed amendment to the Sphere of Influence is
entirely contained within the Planning Area of the General Plan for the City of Santa Clarita,
and,
WHEREAS, this proposed amendment will promote, assist and enhance the property
owners' ability to plan comprehensively, and with reasonable assurance, for the ultimate use
and development of their lands, and

WHEREAS, this proposed amendment will enable appropriate local government
oversight, the expansion and creation of a more logical City boundary, and the exercise of sound
planning and land use practices, and
WHEREAS, this proposed amendment will enable the City of Santa Clarita to provide
needed urban services and respond to requests of local residents for annexation of the affected
territory to the City of Santa Clarita.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa
Clarita, California, does hereby determine and find as follows:
SECTION 1. This Resolution is hereby adopted by the City Council, and the Local
Agency Formation Commission of Los Angeles County is hereby requested to initiate
proceedings for the amendment of the Sphere of Influence for the City of Santa Clarita as
described in Exhibit A and mapped in Exhibit B, incorporated by this reference, in the manner
provided by the Cortese -Knox Local Government Reorganization Act of 1985 (Revised 1994).
SECTION 2. The City Council hereby directs and authorizes the City Clerk of the City
of Santa Clarita to forward a certified copy of this Resolution with applicable fees, if any, and
other information as required by Section 56383 of the Government Code to the Executive Officer
of the Local Agency Formation Commission of Los Angeles County.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and certify
this record to be a full, true, correct copy of the action taken.

TO THE CITY OF SANTA CLARITA
Beginning at the point of beginning said point, being the intersection of the City of Santa
Clarita boundary as eidsted on November 27, 1995 and the southeasterly prolongation of the
southwesterly line as described in deed to Grace Baptist Church of Newhall, a California non-
profit corporation, recorded January 14, 1992, as Instrument No. 92-71085 thence northwesterly
along said prolongation, and northwesterly, northerly, northeasterly, southeasterly along the
boundary of land as described in last said deed to the westerly boundary of Tract No. 43753,
recorded September 4, 1986, in Book 1073, pages 1- 33, of Maps in the office of the recorder of
the County of Los Angeles; thence northerly along said westerly line to the southwest corner of
Section 35, T5N, R16W, SBBM and said southwest corner being the southwest corner of Tract
No. 45137, recorded September 24, 1987, in Book 1094, Pages 8 - 69 of maps in the office of the
recorder of the County of Los Angeles; thence northerly, easterly, northerly, easterly,
southeasterly, southerly and westerly, along all the various courses of said Tract No. 45137 to
the 1/4 corner of Section 35, T5N, R16W, SBBM; thence southerly along the easterly line of
Tract No. 43753 said line being the westerly line of the northeast 1/4 of fractional section 2,
