In April 1994, the San Juar, Capistrano City Council adopted a resolution opposing any legislation. that limits a local agency's ability to regulate mobilehome rent stabilization matters. Since that time, an initiative measure entitled "The Mobilehor•.e Fairness and Rental Assistance Act" has qualified for the March 26, 1996, ballot. If adopted, this measure would preempt all local regulation of mobilehome space rents and detrimentally impact the ability of a local jurisdiction to regulate local rent stabilization issues. Accordingly, because of our grave concern over the harmful effects of "The Mobilehome Fairness and Rental Assistance Act" initiative on our residents, the San Juan Capistrano City Council adopted Resolution No. 95-12-5-3 (copy enclosed) opposing the above referenced initiative. We urge you to join with us in opposing this ballot measure. Thank you for your consideration. Wyatt Hart, Mayor City of San Juan Capistrano 32400. PASEO ADELANTO, SAN JUAN CAPISTRANO.
