SUBJECT: WEST NEWHALL IMPROVEMENTS PROJECT - PHASE 1
PROJECT NO. 95-504 - BID AWARD
DEPARTMENT: Building and Engineering Services
This project will install curbs, gutters and sidewalks, and reconstruct streets in the West
Newhall area. The limits for Phase 1 of this project include 15th Street from Newhall Avenue
to San Fernando Road and Walnut Street from 14th Street to 15th Street (see attached Project
Location Map, Exhibit A).
The project limits include a portion of 15th Street at San Fernando Road adjacent to the
property of A.V. Equipment Rental, Inc. The conditions of approval for Master Case 95-202 have
required A.V. Rental to dedicate right-of-way and construct full road improvements at this
location. Prior to construction, A.V. Rental was required to submit design plans to staff for
approval and pay the appropriate plan check and inspection fees.
Following negotiations with staff, an agreement was reached with A.V. Rental on an in -lieu fee.
Under this agreement, A.V. Rental would dedicate the right-of-way and pay the City an in -lieu
fee of $16,000.00, which is based on actual bid prices to construct the subject road
improvements. Plan check and inspection fees would be waived and the improvements would
be completed by the City as part of the West Newhall Improvements Project, Phase 1.
Should A.V. Rental fail to pay the in -lieu fee or dedicate the required right-of-way, staff
recommends that the project limits be revised to exclude the installation of improvements
adjacent to A.V. Rental's property, with the improvements to be completed by A.V. Rental at a
later date. The construction of the subject improvements by A.V. Rental would require the
payment of inspection fees to the City.
On May 14, 1996, Council authorized the advertisement of the subject project. On June 19,
1996, bids were received by the City Clerk's office. The results of the bids are attached as
Exhibit B.

The Engineer's Estimate for this project is $374,093.00. Community Development Block Grant
funds are available in Account No. 12-95504-227 for this work.
City Council 1) approve City agreement with A.V. Equipment Rental, Inc.; 2) authorize staff to
revise project limits to exclude the installation of improvements adjacent to A.V. Equipment
Rental, Inc. if necessary; 3) approve the award of the contract for the West Newhall
Improvements Project, Phase 1, to Excel Paving Company in the amount of $293,125.40 and
authorize a 10% project contingency; 4) allocate $10,000.00 to Korve Engineering for additional
technical services; 5) authorize the City Manager or his designee to approve all documents
relating to this contract.
