SUBJECT: RESOLUTION CERTIFYING THE AVAILABILITY OF FUNDS FOR A
POSSIBLE NEWHALL METROLINK STATION
RESOLUTION NO. 96-12

BACKGROUND
The Transit Capital Improvement (TC]) program is funded through a combination of Transportation,
Planning & Development funds (TP&D) and state -generated fuel tax revenues, and is administered
by Caltrans. On October 4, 1995, the Los Angeles County Metropolitan Transportation Authority
(LACMTA) board recommended the City's Newhall Intermodal Transportation Center project
(Metrolink Station) to compete for funds at the state level, and included the project in the required
Regional Guideway Financial Plan.
The Center would be constructed on existing LACMTA property along the Metrolink rail line
between Lyons Avenue and Market Street. It would include parking facilities with exclusive space
for disabled commuters, kiss and ride accommodations, bus layover/drop-off, bicycle lockers,
passenger canopies and public restrooms. The amount of recommended funding is $1,000,000 over
the 96-97 and 97-98 fiscal years. The total project cost is estimated to be $2,000,000. It is expected
that the local match amount will come from alternative Transit funding sources, In addition, this
project is being considered as part of the Newhall Redevelopment Plan which is currently underway.
Subsequent to public hearings scheduled for March 1996, the California Transportation Commission
will vote to fund selected projects. One element crucial to final approval of this project is the
certification of the administering agency's commitment to the completion of the station, which
signifies the City's obligation to provide the necessary local match to complete the project, and to
maintain the facility once operational. The attached resolution certifies such commitment.

A RESOLUTION OF THE CITY OF SANTA CLARITA, CALIFORNIA
CERTIFYING THE AVAILABILITY OF FUNDS FOR THE
NEWHALL INTERMODAL TRANSPORTATION CENTER
WHEREAS, the Los Angeles County Metropolitan Transportation Authority (LACMTA)
is responsible for the administration of the Regional Guideway Financial Plan (RGFP); and
WHEREAS, the LACMTA approved the Newhall Intermodal Transportation Center project
for inclusion in the adopted RGFP; and
WHEREAS, the City of Santa Clarita (Grantee) is an eligible funds recipient and desires to
receive the FUNDS for this project; and
WHEREAS, all contracts for financial assistance will impose certain obligations upon the
Grantee, including responsibility for providing local Project cost matches; and
WHEREAS, the City of Santa Clarita has the ability to allocate, and agrees to commit the
necessary matching funds to ensure the completion of these projects; and
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
does resolve as follows:
SECTION 1 That the City Council of the City of Santa Clarita certifies that the City has the
capacity, both currently and in the future, to sustain all new operating costs associated with this
project.
SECTION 2 That the City of Santa Clarita certifies that the local match funds necessary to
ensure completion of this project will be made available.
SECTION 3 That the City Manager is authorized to execute, on behalf of the City of Santa
Clarita, the applicable Memorandum of Understanding for this project.
