SUBJECT: NEWHALL NEIGHBORHOOD PARK SITE - PROJECT NO. 95-505
AUTHORIZATION TO ADVERTISE FOR BIDS
DEPARTMENT: Parks, Recreation, and Community Services
At its regularly scheduled meeting of February 13, 1996, the City Council approved the lease
agreement with Master's College for the use as a neighborhood park site. The site is located at
the terminus of 3rd Street near Race Street in the community of Newhall. A site plan is
attached to this report for convenience purposes.
Based on available funding, the first phase of the park design would consist of a tot lot area
geared towards children ages 2-5, one half acre turf area, a prefabricated restroom structure,
security lighting, and appurtenant park features and landscaping. The construction budget for
the base bid items including grading and utilities is estimated at $225,000. Should additional
funding be obtained, alternate bid items under design include a full service restroom facility,
a 1.72 acre turf field, hardcourt play area for basketball use, and a landscaped buffer area
between the park site and the adjacent residences.
During the FY 1995-96 budget process, Community Development Block Grant funds in the
amount of $250,000 were approved for this project. It is also important to note the Parks and
Recreation Commission has approved the park concept and the Planning Commission has made
a finding that the land lease is consistent with the General Plan.
Total Concept Landscape Architecture has prepared the construction documents which are
ready for bid advertisement. Project plans and specifications are available in both the City
Clerk's Office and the Parks, Recreation, and Community Services Department. Award for this
project is expected to be brought before the City Council at its regularly scheduled meeting of
June 25, 1996, and park construction is expected to occur during the months of July and August.
