SUBJECT: NEWHALL NEIGHBORHOOD PARK SITE BID AWARD
DEPARTMENT: Parks, Recreation, and Community Services
The Parks, Recreation, and Community Services Department has completed advertising for bids
related to the Newhall Neighborhood Park Site. The site is located at the easterly terminus of
3rd Street near Race Street in the community of Newhall..
Based on available funding, the first phase of the park design would consist of a tot lot area
geared towards children ages 2-5, one half acre turf area, a prefabricated restroom structure,
security lighting, and appurtenant park features and landscaping. As additional funding allows,
the turf area would be extended in order to accommodate active recreational uses.
During the FY 1995-96 budget process, Community Development Block Grant funds in the
amount of $250,000 (Account No. 12-95505-227) were approved for this project. An additional
$171,000 has been made available via PFA Funds through the FY 96-97 budget process which
will be used for the first phase construction.
Eighteen bid packages were sold, and four (4) bids were received and opened by the City Clerk
on Thursday, June 11, 1996. The following amounts include base bids only:
American Landscape Canoga Park $302,700.00
Intertex General Contractors Santa Clarita $305,943.00
Gerstenberger Corp. Santa Clarita $401,129.00
Alpine Construction Santa Monica $483,500.00
After review of the bids, American Landscape, Inc., is the lowest.responsible bidder for the base
bid items. Reference checks indicate that the work will be performed in a suitable manner.
Based on the anticipated project funding, staff estimates that additional funds may be available
to increase the turf area by 27,000 square feet (0.6 acres). The cost for this additional turf field

(including the assessment fee from the Castaic Lake Water Agency) is approximately $30,000..
Based on the unit prices submitted with the bids for landscaping and irrigation, American
Landscape remains the lowest responsible bidder.
An environmental assessment was prepared and made available for public review pursuant to
the California Environmental Quality Act. A draft Negative Declaration was prepared
subsequent to the analysis. The contractor will be required to adhere with all standard
mitigative measures incorporated into the neighborhood park project.
At its meeting of June 6, 1996, the Parks and Recreation Commission received a presentation
from staff with respect to the naming of the park site. After consideration of geographic location
and neighborhood identification criteria, the Commission recommends that the City Council
approve Creekview Park as the park site name.
RECOMMENDATION
1. The City Council accept the four (4) bids received for construction of the Newhall
Neighborhood Park Site and award the contract to American Landscape, Inc. in the
amount of $332,700.00 ($302,700 base plus 30,000 for additional turf), plus 10% for
potential change orders. Authorize the City Manager or his designee to approve all
documents relating to this contract..
2. Authorize staff to proceed with the first phase of construction of the Newhall
Neighborhood Park Site including a childrens' play area, prefabricated restroom
structure, and turf area including incidental landscaping per the plans provided by Total
Concept Landscape Architecture.
3. Approve the draft Negative Declaration for this project and authorize staff to file a
Notice of Determination with the Los Angeles County Clerk,
4. Approve the name Creekview Park for this neighborhood park project as recommended
by the Parks and Recreation Commission.
