SUBJECT: NEWHALL REDEVELOPMENT PLAN ADOPTION
DEPARTMENT; Newhall Redevelopment Agency
BACKGROUND
On August 20, 1996, a public workshop was facilitated by the City and Mr. Brice Russell of the redevelopment
consultant firm, GRC Inc. This workshop initiated the Newhall redevelopment plan adoption process to help
fund the "Downtown Newhall Improvement Program" developed by Michael Freedman and approved by City
Council on June 11, 1996. The workshop was held at the Senior Center and was well advertised and attended.
At the workshop, Brice Russell informed the group about the potential uses of redevelopment funds in Newhall.
It was made very clear that it is the City's intention to develop a redevelopment plan through a comprehensive
community process and within the requirements of the law AB1290, especially the formation of project
boundaries and how they would relate to the legal definition of blight. The next task of GRC is to examine the
"Moderate - Based Area" of the Michael Freedman plan and determine which properties would qualify to create
a redevelopment project area. The task includes a parcel by parcel evaluation. The City's Engineering
Department also updated the group regarding the status of the Railroad Avenue design. The City has met with
businesses along Railroad Avenue and will continue to do so as the process continues.
The workshop participants recommended to continue meeting with the existing workshop group and process, and
establish an advisory committee to oversee the redevelopment process. It was recommended that the committee
be represented by at least the following interests: businesses, property owners, residents, schools, historical
interests and others (including College of the Canyons). The participants recommended that the committee
contain fifteen (15) persons that are selected by the City Council through an application process. It was also
recommended that the advisory committee be formed once a more specific project area is defined as a result of
the upcoming analysis and further discussions with the community by GRC. Staff recommends that the
parameters of the committee formation be consistent with similar formations in the past, including a formal
application with letters of reference.
RECOMMENDATION
Staff recommends that the Redevelopment Agency Board: l) Direct staff to develop and initiate an application
process; 2) Solicit applications now; and 3) Appoint members once the boundaries are defined.
