Caravalho, City Manager DATE: January 2, 1996 SUBJECT: Northridge Earthquake Recovery BACKGROUND As the City approaches its second year anniversary of the Northridge Earthquake, staff would like to update Council on the progress made by the City in its earthquake recovery efforts. To date, the total estimated damages to City property and facilities is approximately $29 million. The City has been seeking reimbursement to cover these cost through various sources such as, FEMA, FHWA and MTA grants and insurance proceeds. The major funding source is FEMA with an anticipated reimbursement of $22,400,000. Currently, there are 91 FERIA projects. Of these, there are 35 projects which have been closed out, 30 projects that have finished construction and are in various stages of administrative close out, 18 completed projects in negotiations or appeal and 5 projects in construction. Through November 30, 1995, the City has received $19,583,038 in FEMA grant monies as a result of staffs aggressive efforts in generating documentation for the preparation of Damage Survey Reports (DSR) by the City's FEMA team. As you know, an additional $7 million advance was awarded to the City at the beginning of the disaster to assist us with cash flow needs to start our earthquake recovery efforts. At the present time, there is one full time staff person dedicated to creating information for the small number of projects in which DSR's are yet to be written. Along with this person, three part time people are providing accounting, administrative and engineering support on project close outs, as well as numerous City staff as required. It should be noted that the largest portion of staff time is now being directed to providing documentation for supplemental cost reimbursement requests and the appeals process of disallowed costs. It is the City's goal to continue to expedite the completion of the remaining outstanding projects and take the necessary steps required to assure the maximize amount of reimbursement is received for eligible earthquake expenditures.
