HomeMy WebLinkAbout1996-02-13 - AGENDA REPORTS - ONE WAY STOP INSTALLATION RESO (2)City Manager Approv, Item to be presented Bahman Janka CONSENT CALENDAR DATE: February 13, 1996 SUBJECT: ONE-WAY STOP INSTALLATION AT INTERSECTIONS OF: DEL MONTE DRIVE AND GOLDCREST DRIVE, DEL MONTE DRIVE/ARROYO PARK DRIVE AND SUMMIT PLACE, ARROYO PARK DRIVE AND SINGING HILLS DRIVE RESOLUTION NO. 96-16 DEPARTMENT: Building and Engineering Services The Transit Division has requested the Traffic Engineering Section consider installing a one-way stop control at the intersection of Del Monte Drive and Goldcrest Drive on January 9, 1996. The request was initiated as a safety concern for children who cross Goldcrest Drive at this location to use a new school bus stop west of the intersection, The location is an uncontrolled three-way intersection comprised of two collector streets. Staffs initial review of the area determined that two other locations (the intersections of Del Monte Drive/Arroyo Park Drive and Summit Place, and Arroyo Park Drive and Singing Hills Drive) also have the same type of characteristics in this area. The three subject intersections are shown in the attached vicinity map (Exhibit "A!'). Del Monte Drive and Arroyo Park Drive are each 40 feet wide with one travel lane in each direction. The posted speed limit is 35 mph. These two streets connect at Summit Place and form a loop street. Summit Place is 66 feet wide with a 16 -foot landscaped median. The street has one travel lane in each direction with the posted speed limit of 30 mph. The street terminates to the northeast and forms a "T' intersection with Del Monte Drive/Arroyo Park Drive, Goldcrest Drive is 40 feet wide with one travel lane in each direction. The posted speed limit is 35 mph. The street terminates to the south and forms a "T" intersection with Del Monte Drive. Singing Hills Drive is 40 feet wide with one travel lane in each direction. The posted speed limit is 35 mph. The street terminates to the north and forms a "T" intersection with Arroyo Park Drive. Agenda Item: RESOLUTION NO. 96-16 February 13, 1996 - Page 2 Staffs evaluation of the three intersections indicate that each intersection has adequate sight visibility, and no accidents have been reported in the past two years. However, field observation of traffic operation at the intersections indicates that vehicles on terminating streets (Goldcrest Drive, Summit Place and Singing Hills Drive) at times do not make a full stop before entering the intersections. Therefore, staff recommends installing one-way stop controls on the approaches from side streets to the through street at the subject intersections for the following reasons: • Establish a positive right-of-way at subject intersections, where intersections are comprised of collector streets. • The approaching speed on these streets at the intersections is higher than residential streets (25 mph). • Reduce potential conflict at the intersections. • Add protection for pedestrians crossing at the intersection. ISV�K1��i��i� Adopt Resolution No. 96-16, establishing one-way stop installations at the following locations: 1. Del Monte Drive and Goldcrest Drive. Traffic on Goldcrest Drive shall be required to stop for traffic on Del Monte Drive. 2. Del Monte Drive/Arroyo Park Drive and Summit Place. Traffic on Summit Place shall be required to stop for traffic on Del Monte Drive/Arroyo Park Drive. 3. Arroyo Park Drive and Singing Hills Drive. AY:hds mundl\re9616.hda RESOLUTION NO. 96-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, ESTABLISHING ONE-WAY STOP CONTROL AT THE INTERSECTIONS OF DEL MONTE DRIVE AND GOLDCREST DRIVE, DEL MONTE DRIVE/ARROYO PARK DRIVE AND SUMMIT PLACE, ARROYO PARK DRIVE AND SINGING HILLS DRIVE WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate any intersection under their exclusive jurisdiction as a stop intersection; and WHEREAS, Del Monte Drive and Goldcrest Drive, Del Monte Drive/Arroyo Park Drive and Summit Place, and Arroyo Park Drive and Singing Hills Drive would benefit from such designation; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve as follows: SECTION 1: That the following intersections are designated as a stop intersection with the following stop control. Trak on Goldcrest Drive shall be required to stop for traffic on Del Monte Drive Traffic on Summit Place shall be required to stop for traffic on Del Monte Drive/Arroyo Park Drive. Traffic on Singing Hills Drive shall be required to stop for traffic on Arroyo Park Drive.. SECTION 2: That the stop designation, as provided herein, shall apply when appropriate signs and pavement markings giving adequate notice thereof have been placed as described in Section 1. SECTION 3: That staff install the necessary signs and pavement markings to effect this Resolution. PASSED, APPROVED AND ADOPTED this day of '19—.
