HomeMy WebLinkAbout1996-05-28 - AGENDA REPORTS - PARKING RESTRICTIONS (2)AGENDA REPORT City ager Approval Item to be presented by: Bahman Janka NEW BUSINESS DATE: May 28, 1996 SUBJECT: PARKING RESTRICTIONS ON DEL MONTE DRIVE EAST OF MCBEAN PARKWAY AND EL PASEO DRIVE RESOLUTION NOS. 96-73 AND 96-77 DEPARTMENT: Building and Engineering Services Department The Traffic Engineering section has received ongoing inquiries from Summit Area residents regarding their concerns about Recreational Vehicles (RV's) parking along Arroyo Park Drive and Del Monte Drive west of McBean Parkway.. Additionally, other residents and the North Valley Home Owners Association (HOA) have the same concerns about RV parking along Del Monte Drive east of McBean Parkway. There are other locations in the City that are experiencing the same RV/oversize vehicle parking problem. The City Council has referred this issue to staff for investigation and identification of potential ways to address the issue. This is a difficult, emotional issue that staff has been investigating over the past few months. Staff has also contacted several other cities to determine how other jurisdictions deal with this issue. Staffs understanding is that the California Vehicle Code (CVC), which regulates all traffic matters, does not allow local authorities to merely prohibit parking of vehicles by type, i.e. Cities cannot post such signs as, "No Recreational Vehicle Parking" on public roadways. However, CVC Section 22507 does permit local jurisdictions to prohibit parking of certain size vehicles during all or certain hours of the day. The difficulty with this regulation is that the CVC also requires "adequate notice" in terms of signing be placed on public streets to make this regulation legal. The City's practice is to install parking regulation signs every 200 feet on each side of a public road. Staff has identified approximately 40 miles of public roads that do not currently have any type of parking regulation (see Exhibit "A"). This estimate refers only to Residential Collectors and Major Highways and does not include some 220 miles of local residential streets where the driveways of homes front the street. Staff estimates that regulating parking on Residential Collectors and Major Highways alone would necessitate installation of some 2,100 signs at a cost of $250,000. It is unknown at this time if such method of signing will be acceptable to the Courts. Public Meetine: Staff invited all the residents who had complaints regarding parked RVs and similar parking concerns, HOA officers, members and property managers, and RV owners to a public meeting on February 28, 1996 to discuss the ongoing issue of RV/oversize vehicle parking. Approximately 25 persons attended this meeting. The attendees were informed of the CVC regulations and limitations. The majority of those attending live near Del Monte Drive, E/O McBean Parkway. Those individuals are asking that, at a minimum, the City address the parking of RVs on the north side of Del Monte E/O of McBean Parkway. Staff also informed the citizens that the drawback with signing only a segment of the street is that the RV owners can always move to other parts of the street to park. The entire street segment may have to be signed to discourage shifting the problem from one location to another. Unfortunately, this may result in Citywide signing of streets which is very costly, as mentioned above. At the meeting, the following options and the pros and cons of each were presented to the public: A. The existing 72 -hour parking regulation. B. Prohibit parking on selected areas without parking demand. C. Prohibit parking of vehicles over seven feet high on certain arterial and collector streets. D. Prohibit parking of vehicles overnight (10:00 p.m. to 4:00 a.m.) on certain arterial and collector streets. E. Prohibit parking of vehicles over eight feet (96 inches) wide on certain arterial and collector streets. F. Prohibit parking of vehicles that have a gross weight of over 6,000 pounds (3 tons) on certain streets that are not designated as a truck route. There was no consensus at the meeting since not all solutions are applicable to all streets.. For example, many streets are adjacent to apartment complexes or single family residences where the residents rely upon street parking for their extra vehicles or for their guests' vehicles. Streets like Lyons Avenue are close to businesses, and any height or width restrictions would impact those businesses. After evaluation of all alternatives, staff recommends trying Option D, which prohibits parking of vehicles overnight along Del Monte Drive (E/O McBean Parkway) from McBean Parkway to 350 feet east of El Paseo Drive, on a trial basis (see Exhibit "B"). The parking prohibition would eliminate the RV/oversize vehicle parking on this segment of the road for long periods of time. Since Del Monte Drive is also utilized as a park-and-ride area by transit commuters to Los Angeles, the proposed overnight parking restriction would also help provide on -street parking spaces for the transit users. The Traffic Engineering section will monitor the location and will request selective enforcement from the Sheriffs Department to determine the effect of the proposed No Parking Overnight regulation along Del Monte Drive E/O of McBean Parkway. Should the Council wish staff to PARKING RESTRICTIONS ON DEL MONTE DRIVE EAST OF MCBEAN PARKWAY AND EL PASEO DRIVE May 28, 1996 - Page 3 implement similar regulations on other streets, it should provide direction to staff and appropriate a budget for the cost of the signs. Other Parking Issues: There are two more parking related issues on Del Monte Drive and El Paseo Drive. A few months ago the centerline striping on certain segments of Del Monte Drive was altered to provide a wider lane where street parking exists. This action will require changing the "No Parking" signs to "No Stopping" signs on one side of the street along this segment. Additionally, a request was made to assess the sight distance availability at several street corners. Staff has completed that investigation and recommends certain "No Stopping" zones at three of the street crossings to improve the sight distance and safety of motorists. RECOMMENDATION 1. Adopt Resolution No. 96-73, establishing No Parking Overnight (10:00 p.m.. to 4:00 a.m.) along the north side of Del Monte Drive, from McBean Parkway to 350 feet east of El Paseo Drive. 2. Adopt Resolution No. 96-77, establishing "No Stopping Zones" along the following roadways: Del Monte Drive (south side) - from 300 feet E/O El Paseo Drive to Huerta Drive El Paseo Drive (north side) - 60 feet W/O to 115 feet E/O Tierra Drive El Paseo Drive (south side) - 100 E/O Baleria Court El Paseo Drive (north side) from 60 feet W/O to 100 E/O Capistrano Court El Paseo Drive (north side) - 100 feet E/O Via Rosa Linda Provide direction, as appropriate, on how to deal with this issue on a Citywide basis. WHEREAS, the safety of the motoring public would be enhanced by the prohibition of stopping, parking or standing of vehicles along certain portions of Del Monte Drive; and WHEREAS, the California Vehicle Code Section 22507 provides for local authorities to prohibit or restrict the stopping, parking or standing of vehicles on certain streets or highways, or portions thereof, during all or certain hours of the day. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE AS FOLLOWS: SECTION 1. That stopping, parking or standing of vehicles between the hours of 10:00 p.m. and 4:00 a.m. shall be prohibited as follows: 1) Del Monte Drive (north side) from McBean Parkway to 350 feet east of El Paseo Drive. SECTION 2. That the prohibition of stopping, parking or standing of vehicles, as provided herein, shall apply when appropriate signs or curb markings giving adequate notice thereof have been placed as described in Section 1. SECTION 3. Staff shall install the necessary signs or curb markings to effect this Resolution. PASSED, APPROVED AND ADOPTED this day of , 1996.
