SUBJECT: ADDITIONAL CONSULTANT SERVICES FOR THE EARTHQUAKE
RECOVERY UNIT TO FINALIZE INSPECTIONS AND PERMIT
PROCESSING FOR EARTHQUAKE REPAIRS AND REINSPECTION

On January 24, 1995, the City Council approved an item extending the provisions of the "No
Fee" Earthquake Permit Policy for services provided by the Earthquake Recovery Unit in order
to accommodate the extended demand from owners and contractors of earthquake -damaged
buildings for permits and inspections of repair projects that remained under construction or
were being processed for permits.. The Earthquake Recovery Unit continued to be active
through the 1st quarter of 1996 and is now transmitting to the City its earthquake permit data
and related documentation as well as services for permits issued under a "No Fee" basis.
The Earthquake Recovery Unit has issued a total of approximately 15,000 repair and
reconstruction permits since 1994 and is now in its final phase of completion with earthquake -
related Building & Safety services. These services include Code Enforcement processing of
properties deemed unsafe, substandard, or otherwise a public nuisance due to their state of
earthquake damage disrepair.
As of June 30, 1996, all active earthquake repair permits will be transmitted to the City for
finalizing by City staff, except for selected multi -family condominiums and apartment buildings
currently under construction. Inspections for these buildings will be continued by the
Earthquake. Recovery Unit in order to maintain a streamlined inspection process and to
minimize the impact to projects. All services being provided represent projects for permits
issued prior to November 7, 1995 under a "No Fee" provision as approved by the City Council
in 1994. Permits issued under a "Fee" basis will continue to be processed as per our agreement
with the consultant. Non -fee projects will necessitate the services of one Inspector/Code
Enforcement Officer and one part-time clerical support person through the end of October 1996.

This item requests extension of the original Purchase Order No. E0075 by $151,709.21 for
inspection services as follows:.
Building Inspection/Code Enforcement through October 1996 $ 43,646.00
Support (clerical) $ 15,588.00
Permit inspection services provided between April 30, 1996 --
and June 30, 1996 and not included under P.O. No. E0075 $ 92,475.21
TOTAL $151,709.21
Although these services represent State -mandated work solely associated with earthquake
repair and reconstruction that became necessary as a result of the 1994 Northridge Earthquake,
FEMA has advised the City that these costs may not be approved for reimbursement based on
standing FEMA policy, although this is currently being challenged by the City of Santa Clarita
and by other cities.
The City Council authorize additional contractual services by Willdan Associates for work
associated with the Earthquake Recovery Unit, and authorize the City Manager to execute all
contract documents and extend Purchase Order No. E0075 by $151,709.21, for a total of
$3,203,371.06, from Earthquake Contingency Account No. 90-29937-227.
