SUBJECT: PROPOSED NAME CHANGE OF MCBEAN PARKWAY WEST OF
INTERSTATE 5 TO STEVENSON RANCH PARKWAY
DEPARTMENT: Building and Engineering Services
The County of Los Angeles Street Naming Committee is presently considering a proposal to
change the name of McBean Parkway to Stevenson Ranch Parkway. The name change has
significant support in the County due to the present and projected size and separate identity
of the Stevenson Ranch community. Details of this proposal were circulated among staff, the
Planning Commission, and the City Council for input earlier. this year. The Planning
Commission discussed this issue at a regular meeting in April and unanimously agreed to
oppose the name change due to the confusion resulting from streets changing names across
intersections (including the I-5 freeway).
Consensus in the City has been to oppose the change due in part to the loss of historical
significance and the increase in confusion caused by the inconsistency. The proposal will be
discussed by the County Board of Supervisors in a public hearing scheduled for Thursday,
December 12, 1996 at 9:30 a.m., in the Hearing Room of the Board of Supervisors,. Room 38113,
Kenneth Hahn Hall of Administration, 500 West Temple Street in downtown Los Angeles.
The City Council authorize the Mayor to sign the attached draft letter addressed to the County
of Los Angeles Board of Supervisors specifically outlining the City's objections to proposed Street
Name Change No. 747 in the unincorporated portion of the County of Los Angeles.

Dear Mayor Antonovich and Honorable Board of Supervisors:
A regularly scheduled meeting of the City Council of the City of Santa Clarita
was held on November 26, 1996, at 7:30 p.m. During that meeting the Council
voted unanimously to strongly oppose the consideration of the request for a
change of street name of McBean Parkway west of Interstate 5. The specific
reasons for this objection are included herein.
Concern for the history of the Santa Clarita Valley and its proper development
were forever connected upon the City's incorporation in 1987. The City
Council, Planning Commission, and staff involve themselves as much as
possible in project proposals outside the City's boundaries. It is impossible to
take any action outside of the City's incorporated area, within the valley, that
does not affect our citizens in one way or another.
The City currently has a number of roads which change names across
intersections. Three examples are San Fernando Road changing to Bouquet
Canyon Road, Valencia Boulevard to Soledad Canyon Road, and Copper Hill
Drive to San Francisquito Canyon Road. These intersections cause difficulties
for those not familiar with the valley, especially visitors. Quite often the City
receives complaints about these areas and has even considered measures to
resolve this situation. If we change McBean Parkway to Stevenson Ranch
Road on the west side of the freeway, this road would continue to the west.
Would we then again change the name to Newhall Ranch as it enters the large
Newhall Ranch project? The addition of yet another change will only result
in more confusion.
Many existing street names throughout the valley are derived from the area's
history. Names of people who owned property or were influential in the
evolution from an agricultural and cattle ranch area to today's suburban valley
have been used to recognize their influence on the area. Such a change would
further remove elements of the valley's history from an emerging arm of the
community.

The City's Planning Commission discussed, this issue at length and was
strongly opposed to the further erosion of the few remaining strings that help
tie the different areas of the valley together for the future. Please consider
carefully the option of leaving the name as it exists and choosing another
street to help represent the local community.
