SUBJECT: STANDARD SPECIFICATIONS FOR PUBLIC WORKS
1995 AND 1996 SUPPLEMENT ADOPTION
DEPARTMENT: Building and Engineering Services
BACKGROUND
In November 1994, City Council adopted the 1994 edition of the Standard Specifications for
Public Works Construction, known as the Green Book.
The Green Book is used to specify the performance standards contractors must meet for City
projects. Portions of the Green Book are modified to address project specifics. It is updated and
republished every three years and has been adopted by more than 200 cities, counties, and other
governmental agencies throughout Southern California.
Recently the City has received the 1995 and 1996 Supplements to the Green Book which are
ready for adoption. There are no major changes in either supplement. Adoption of these
supplements will result in better quality construction and more competitive construction bids.
RECOMMENDATION
City Council adopt the 1995 and 1996 Supplements to the APWA Standard Specifications for
Public Works Construction.
