Executive Director Appr Item to be presente py: Ken Pulskamp CONSENT CALENDAR October. 22, 1996 REDEVELOPMENT UPDATE Community Development A second Newhall Redevelopment meeting was held at the Newhall Senior Center on Tuesday, October 15, 1996. Approximately 177 persons attended the meeting in response to an extensive direct mailing and public notice. The meeting's primary purpose was to solicit response to a preliminary boundary area based on initial evaluation by GRC Redevelopment Consultants of areas that could reasonably be defined as "blighted." The boundaries presented by GRC were substantially smaller than those developed previously under the "moderate -based area" by the Freedman Plan. A second area of discussion centered around the level of redevelopment revenues that could be generated out of the proposed boundary area. Basically, the area does not generate a level of redevelopment dollars which would allow the implementation of the Freedman Plan until approximately six years into a redevelopment program. Although no formal planning was undertaken, the audience seemed to be very concerned about lack of immediate resources needed to implement the redevelopment program. The remainder of the meeting consisted of an update on the Advisory Committee selection process and discussion of future meetings and citizen participation for the Newhall Redevelopment program.
