SUBJECT: RENEWAL OF HEADSTART LEASE AGREEMENT
DEPARTMENT: Parks, Recreation, and Community Services
On August 10, 1992, the City of Santa Clarity and Latin American Civic Association entered into
a two year Lease Agreement with the William S. Hart School District for use of the Walnut
Street property in Newhall for the Headstart program. In August 1994, the lease agreement
was renewed for an additional two years. The lease will expire on August 10, 1996.
City staff has written a letter to the District requesting a renewal of our current lease
agreement for an additional two year term (see attached). The District has informed the City
that they will be able to extend the lease for an additional one year term..
City staff believes that renewing the lease with the District is the best alternative for the short-
term. It will allow the City to keep the Headstart program open at its current location where
it is greatly needed. Equally important, extending the lease will prevent any disruption in
services to families and their children. It will also give the City the opportunity to begin its
efforts with the Latin American Civic Association in locating a permanent location. The City
has included the annual lease costs in the amount of $4,800 in the City's FY 1996-97 Budget
under Account Number 01-9000-227.
City Council approve the amendment to lease between the City of Santa Clarita and the William
S. Hart Union High School District for the operation of a Headstart Program and direct the City
Manager to execute upon approval by the District's board.

AMENDMENT TO LEASE AGREEMENT
LEASE AGREEMENT entered into the 10th day of August , 1992 , by and between the
WILLIAM S. HART UNION HIGH SCHOOL DISTRICT ("Lessor"), and the LATIN AMERICAN CIVIC
ASSOCIATION OF THE SAN FERNANDO VALLEY ( "LACA ( Headstart)"), a private, non-profit
educational agency, organized and existing under the laws of the United States and THE CITY OF
SANTA CLARITA, CALIFORNIA ( "CITY'") (City and LACA (Headstart) collectively, the "Lessee")
is hereby amended as follows:

The term of this LEASE AGREEMENT shall be renewed for an additional term of one year beginning
the 11th of August, 1996, as mutually agreed upon by the parties.
Paragraph 17. Termination .
This LEASE AGREEMENT may be terminated by any of the parties upon 180 days written notice.
Except as specifically amended herein by the parties on of , the
LEASE AGREEMENT of August 10, 1992, is hereby ratified and confirmed as to all other terms and
conditions which remain in effect.

Dear Dan:
As you are aware, the City of Santa Clarita is interested in renewing the lease
between the City and the William S. Hart Union High School District for the Walnut
Street property being used as a Head Start location. The current two-year lease
between the District, the City and the Latin-American Civic Association will expire in
August, 1996.
According to the lease agreement, Provision 2, the lease may be renewed for
additional terms by mutual agreement of the parties. The City would like to renew the
lease for an additional term of two (2) years at the current lessee rate of $400 per
month or $4,800 per year.
The program has been very successful in meeting the preschool needs of children
in Newhall, and in fact has a very long waiting list. The City would like to explore the
possibility of serving more children at the Walnut Street site. According to the Latin-
American Civic Association (LACA), there is an opportunity to serve 30 more children
at the current site. The only modification necessary would be the addition of an
additional sink and toilet. LACA has informed us that this would meet licensing
requirements for site compliance, and all expenses incurred would be paid by LACA.
The District's support In the use of the property for Head Start in the Newhall
community has provided a tremendous benefit for many young children and their
families. We hope the District will be able to renew the lease and consider an
opportunity to serve additional children.
