SUBJECT: CONSIDERATION OF A RESOLUTION OF THE SANTA CLARITA
REDEVELOPMENT AGENCY ESTABLISHING THE PROPOSED BASE
YEAR ASSESSMENT ROLL IT PROPOSES TO USE FOR THE NEWHALL
REDEVELOPMENT PROJECT (RESOLUTION NO. RDA 96-3)

On November 19, 1996, the Santa Clarita Planning Commission designated the boundaries of
the Newhall Redevelopment Project and adopted a Preliminary Plan for the redevelopment of
the Project Area. According to State Law, the Planning Commission is considered the final
authority for the purposes of adopting a preliminary plan. The Redevelopment Agency will
render a final decision on the project boundaries in conjunction with the Redevelopment Plan.
The Redevelopment Plan is scheduled for hearing in May or June of 1997.
The Project Area boundaries adopted by the Planning Commission total approximately 1,350
acres, and includes commercial, industrial, and residential properties in the old Downtown
Newhall area and generally along San Fernando Road and Lyons Avenue.
Upon adoption of the Preliminary Plan by the Planning Commission, the Agency is required to
transmit a map of the Project Area boundaries and a legal description of those boundaries to the
taxing officials of Los Angeles.County and to the various affected taxing districts. In addition,
these materials, together with a filing fee of $1,000, must be sent to the State Board of
Equalization for processing.
This action represents the Agency's formal notification that a Redevelopment Plan for the
Newhall Project Area is under preparation. All taxing agencies, the County Assessor and
Auditor/Controller, and the State Board of Equalization also will be notified that the base year
for calculating tax increment will be the assessment rolls last equalized on August 20, 1996.
These notifications are required by the Community Redevelopment Law, but do not commit the
City or the Agency to adopting the Redevelopment Plan.

Staff recommends adoption of Resolution No. RDA 96-3 establishing the proposed base year
assessment roll it proposes to use for the Newhall Redevelopment Project; authorizing the
transmittal of a map, boundary description, and a statement to taxing officials and agencies;
and authorizing payment of a filing fee to the State Board of Equalization.

A RESOLUTION OF THE SANTA CLARITA REDEVELOPMENT AGENCY
ESTABLISHING THE BASE YEAR ASSESSMENT ROLL IT PROPOSES
TO USE FOR THE NEWHALL REDEVELOPMENT PROJECT;
AUTHORIZING THE TRANSMITTAL OF A MAP,
BOUNDARY DESCRIPTION, AND A STATEMENT TO TAXING
OFFICIALS AND AGENCIES; AND AUTHORIZING PAYMENT OF A.
FILING FEE TO THE STATE BOARD OF EQUALIZATION
WHEREAS, on November 19, 1996, the Planning Commission, in
cooperation with the Santa Clarita Redevelopment Agency (the "Agency") and the City
Council, designated the boundaries of the Newhall Redevelopment Project and adopted a
Preliminary Plan for the redevelopment of said Project Area; and,
WHEREAS, Section 33327 of the California Community Redevelopment
Law (Health and Safety Code Section 33000 et seq.) provides that the Agency shall
transmit to certain taxing officials and agencies, and the State Board of Equalization, a
map and description of the boundaries of the Project Area selected by the Planning
Commission, together with a statement that a plan for the redevelopment of the area is
being prepared; and,
WHEREAS, Section 33328 of the Community Redevelopment Law requires
the Agency to advise such taxing officials and agencies of the base year assessment roll
the Agency proposes to use for the allocation of taxes pursuant to Section 33670 of the
Community Redevelopment Law.
NOW, THEREFORE, it is hereby resolved by the Santa Clarita
Redevelopment Agency as follows:
SECTION 1: The Agency hereby acknowledges receipt of the Preliminary
Plan for the Newhall Redevelopment Project adopted by the Planning Commission on
November 19, 1996.
SECTION 2: The assessment roll last equalization on August 20, 1996, is
the assessment roll the Agency proposes to use for the allocation of taxes to the Newhall
Redevelopment Project, the boundaries o which were selected by the Planning
Commission.
SECTION 3: The Executive Director of the Agency is hereby authorized and
directed, to transmit to the taxing officials and agencies, and the State Board of
Equalization, in the form and manner required by law, a map and description of the
proposed boundaries of the Project Area, a statement that a plan for redevelopment of the
Project Area is being prepared, and advise for the base year assessment roll which the
Agency proposes to use in the Project Area for the allocation of taxes pursuant to the
Section 33670 of the Community Redevelopment Law.
SECTION 4: The Executive Director of the Agency is hereby authorized to
pay to the State Board of Equalization such fees for filing and processing said statement
and map as may be required pursuant to Section 33348.4 of the Community
Redevelopment Law.
