Per the City Council's request staff has created a reward policy for the City of Santa Clarita.
The policy addresses unsolved crimes which have been determined to cause some detriment
to the community. In accordance with the policy, the City Council may utilize the
corresponding reward or incentive to assist in obtaining information which may lead to the
arrest and conviction of the person or persons responsible for the crime.
Government Code Section 53069.5 states that a local agency may offer and pay a reward, the
amount. thereof to be determined by the local agency, for information leading to the
determination of the identity of, and the apprehension of, any person whose willful misconduct
results in injury or death to any person or who willfully damages or destroys any property.
Any person whose willful misconduct has resulted in injury or death to any student or any
person employed by or performing volunteer services for a local agency or who has willfully
damaged or destroyed any property of any other local agency or state or federal agency located
within the boundaries of the local agency shall be liable for the amount of any reward paid
pursuant to this section and if he is an unemancipated minor his parent or guardian also be
liable for the amount.
Now presented for the Council's consideration is the Reward Policy and resolution which
establishes a reward for Paul Alex Youhanian. Paul was a 6th grader at Santa Clarita
Elementary School and was shot and killed. while riding in the back of his mother's mini -van,
on a North Hollywood street on Saturday, October 5, 1996. Police have no leads or suspects
in the case.

The City of Los Angeles has offered a $35,000 reward for the arrest and conviction of the
person or persons responsible for the crime. The County of Los Angeles has also offered a
reward in the amount of $10,000.
That the City Council adopt the attached Reward policy and adopt resolution 96-138 and
authorize the City Manager to offer a reward of $2000 for information leading to the arrest
and conviction of the person or persons responsible for the death of Paul Alex Youhanian.

City of Santa Clarita Reward Policy
I. Purpose
The purpose of this policy is to provide for the disbursement of monies to any individual
who provides information which leads to the arrest and conviction of any person
responsible for a crime. At the discretion of the City Council, a reward may be offered
pursuant to Government code Section 53069.5.
II. Procedure
A. During the course of an investigation, as a result of public input or a staff
recommendation, the City Council may declare that if significant information is received
it will be considered fora reward providing such information leads to the arrest and
conviction of the person or persons responsible for the crime.
B. The City Council will direct the City Manager to return to the City Council with an
appropriate resolution to offer a reward and recommendation on the amount to be
offered.
C. Any person seeking to receive a reward may report the information verbally to the
Sheriff's Department, but must also be directed to do so in writing in order to document
the information and be eligible for consideration.
D. The value and content of the information will be evaluated by the Sheriffs Department,
the City Manager and the City Attorney, or their designees to determine a suitable
amount to be rewarded. Such rewards shall be funded through the General fund operating
contingency.
E. If more than one person furnishes information about a crime, the reward may be divided
as the City Council deems appropriate, based on the relative importance of the
information provided.
F. The City Manager or designee shall then release the funds to the appropriate party(s)
within a 30 day time frame.
III. Exceptions
Any exceptions to this policy shall be authorized by the City Council.

RESOLUTION NO.96-138
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
AUTHORIZING A REWARD IN THE AMOUNT OF $2000
FOR INFORMATION LEADING TO THE ARRESTAND CONVICTION OF THE PERSON
OR PERSONS RESPONSIBLE FOR THE DEATH OF PAUL ALEX YOUHANIAN
WHEREAS, Alex Youhanian, a 6th grade student of Santa Clarita Elementary, was shot and
killed while driving home on October 5, 1996; and
WHEREAS, this crime violates state laws; and
WHEREAS, the City Council at it's regular meeting of November 12, 1996 will establish
a reward for the information leading to the arrest and conviction of the person or persons responsible
for the death of Paul Alex Youhanian.
NOW, THEREFORE, the City Council at the regular meeting of November 12, 1996
establish a reward for information leading to the arrest and conviction of the person of persons
responsible for the death of Paul Alex Youhanian.
SECTION 1. Pursuant to Government Code. Section 53069.5, the City does hereby offer a
reward of $2000 for information leading to the arrest and conviction of any person or persons whose
willful misconduct resulted in the death of Paul Alex Youhanian. In the event of multiple
contributors of information, the reward amount shall be divided by the City in the manner it shall
deem appropriate.
SECTION 2. Claims for rewards under this section shall be filed with the City. The City
shall resolve claims in the manner which it deems appropriate
SECTION 3. That this resolution shall take effect immediately.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution; shall
cause the same to be entered among the original resolution of said City; and shall make a minute of
the passage and adoption thereof in the records of the proceedings of the City Council of said City
in the minutes of the meeting at which the same is passed and adopted
