HomeMy WebLinkAbout1996-11-26 - AGENDA REPORTS - REWARD RESO 96 141 (2)AGENDA REPORT nager Approval to be presented by: George Caravalho CONSENT CALENDAR DATE: November 26, 1996 SUBJECT: REWARD RESOLUTION NO. 96-141 DEPARTMENT: City Manager Per the Council's request, staff developed a Reward Policy which wasadopted at the regular Council meeting of November 12, 1996. In accordance with this policy, Supervisor Michael Antonovich has requested that the City join the efforts of the County of Los Angeles and the City of Los Angeles and offer a reward for information leading to the arrest and conviction of the person(s) responsible for the random attacks on south land freeways. Over the past month, over 120 vehicles on south land freeways have had their vehicle windows broken out. Investigators are still trying to determine what type of objects are being used in the attacks. These random attacks on innocent drivers are causing significant safety risk for all our local residents. The County of Los Angeles has offered of $10,000 for information leading to the arrest and conviction of the person(s) responsible for this damage. The City. of Los Angeles has also offered a reward in the amount of $25,000. Adopt resolution 96-141 and authorize the City Manager to offer a reward in the amount of $1,000 for information leading to the arrest and conviction of the person(s) responsible for the damages caused to these vehicles. Resolution No. 96-141 Adopted: i i - L to Reward Policy RESOLUTION NO.96-141 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA AUTHORIZING A REWARD IN THE AMOUNT OF $1000 FOR INFORMATION LEADING TO THE ARREST AND CONVICTION OF THE PERSON OR PERSONS RESPONSIBLE FOR THESE ATTACKS ON MOTOR VEHICLES WHEREAS, over the last two months there have been more than 80 reported incidents of freeway drivers having their rear windows shattered by unidentified objects while driving on our south land freeways; and WHEREAS, these random attacks on innocent drivers are causing significant safety risks. WHEREAS, many residents of Santa Clarita commute to work utilizing these freeways and are put in danger by these random attacks; NOW, THEREFORE, the City Council at the regular meeting of November 26, 1996 establish a reward for information leading to the arrest and conviction of the person of persons responsible for these attacks on motor vehicles SECTION 1. Pursuant to Government Code Section 53069.5, the City does hereby offer a reward of $1000 for information leading to the arrest and conviction of any person or persons responsible for these attacks on motor vehicles. In the event of multiple contributors of information, the reward amount shall be divided by the City in the manner it shall deem appropriate. SECTION 2. Claims for rewards under this section shall be filed with the City. The City shall resolve claims in the manner which it deems appropriate SECTION 3. That this resolution shall take effect immediately. SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution; shall cause the same to be entered among the original resolution of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City in the minutes of the meeting at which the same is passed and adopted PASSED, APPROVED AND ADOPTED this day of , 19 . Purpose EFFECTIVE POLICY/PROCEDURE SUBJECT Reward Policy TEGORY Legislative Relations STANDARD MANAGEMENT PROCEDURE The purpose of this policy is to provide for the disbursement of monies to any individual who provides information which leads to the arrest and conviction of any person responsible for a crime. At the discretion of the City Council, a reward may be offered pursuant to Government code Section 53069.5. H. Procedure A. During the course of an investigation, as a result of public input or a staff recommendation, the City Council may declare that if significant information is received it will be considered for a reward providing such information leads to the arrest and conviction of the person or persons responsible for the crime. B. The City Council will direct the City Manager to return to the City Council with an appropriate resolution to offer a reward and recommendation on the amount to be offered. C. Any person seeking toreceive a reward may report the information verbally to the Sheriff's Department, but must also be directed to do so in writing in order to document the information and be eligible for consideration. D. The value and content of the information will be evaluated by the Sheriff's Department, the City Manager and the City Attorney, or their designees to: determine a suitable amount to be rewarded. Such rewards shall be funded through the General fund operating contingency. E. If more than one person furnishes information about a crime, the reward may be divided as the City Council deems appropriate, based on the relative importance of the information provided. F. The City Manager or designee shall then release the funds to the appropriate party(s) within a 30 day time frame. III. Exceptions Any exceptions to this policy shall be authorized by the City Council. IV. Authority This policy is authorized by the City Council Mayor Carl Boyer
