Newman NEW BUSINESS DATE: June 25, 1996 SUBJECT: RECEIVE REPORT ON ROADWAY CONDITIONS FOR WILEY CANYON ROAD SOUTH OF LYONS AVENUE (RESPONSES TO MR. DENNIS HORN CORRESPONDENCE) DEPARTMENT: Building and Engineering Services This item is intended to provide Council with information concerning the roadway and drainage conditions that exist along Wiley Canyon Road south of Lyons Avenue. The City is continuing its efforts to realign Wiley Canyon Road from Lyons Avenue to Calgrove Boulevard. Three alignments have been identified for study. Two of the three alignments will have major impacts on the Smiser property, which is located on the west side of the road. Staff is currently working with that property owner to select a preferred alignment. The alignment study is scheduled to be completed by January 1997. This project will address many of Mr. Horn's concerns regarding his residence and the area that surrounds it. Meanwhile, staff continues to try to find interim solutions for the "S" curve on Wiley Canyon Road to further address Mr. Horn's concerns. Additionally, to remedy some of the problems regarding lack of curb, gutter and sidewalk in that area and other areas with similar conditions, the City is in the process of developing an Infrastructure Master Plan. This Plan will be the City's "Base Map" to improve areas within the City, based on need and budget. The Wiley Canyon Road realignment project remains one of the City's highest unfunded priorities. The estimated cost for this project is $12,000,000. RECOMMENDATION Direct staff to continue with completion of the Infrastructure Master Plan and the realignment of Wiley Canyon Road, RM:vjj C..61 ILEYC.EM Continuedb: Agenda liem:001( June 25, 1996 Santa Clarita City Council Subject: Traffic Issues on Wiley Canyon Road I deeply regret not being able to be present and speak to the council in person as my work day starts at 3:30 A.M. Let me start with the realignment of Wiley Canyon Road is an absolute necessity concerning the SAFETY of the residents, pedestrians, and motorists that travel this dangerous stretch of road. Many letters I receive from Council and Staff start with "We are fully aware of the traffic related issues concerning Wiley Canyon Road." I might agree, everyone seems to know where the "S" turns are and how dangerous it is over there. Well until you live here or actually stand and watch the near misses and reckless driving you couldn't possibly know how dangerous this situation really is. I invite you all to come and watch just for one hour, You wont believe what you see. "The realignment of Wiley Canyon Road remains an unfunded priority" has been heard far to many times. What will it take to make the realignment top priority? Landscaped medians and artwork for the Metrolink station are really nice but SAFETY is an issue that cannot be compromised. I tell you someone is going to get hurt really bad over here as this situation is only getting worse as the city grows. Since I moved here in 1984 I have seen many accidents on the "S" turn. The accidents are progressivly getting more frequent as time goes on. All I get is we are performing as study on your area concerning traffic, drainage, etc. but I think its ironic the results are never concluded or complete. Study after study when are we going to finally get this resolved? Lets use the realignment map the county proposed many years ago and get on with it.
