HomeMy WebLinkAbout1996-12-10 - AGENDA REPORTS - RPT STATUS GP (2)AGENDA REPORT City Manager Approval Item to be presented by: Jeffrey Lambert CONSENT CALENDAR DATE: December 10, 1996 SUBJECT: REPORT ON THE STATUS OF THE GENERAL PLAN CIRCULATION ELEMENT AMENDMENT DEPARTMENT: Community Development BACKGROUND At the September 3, 1996 meeting, the City Council authorized the City Manager to execute an agreement with the environmental consultant to prepare. the -Environmental Impact Report (EIR.) for the Circulation Element Amendment. In addition, the City Council authorized the Tier 2 public pariticipation process and designated Councilmembers Darcy and Heidt to serve on the Circulation Element Steering Committee. UPDATE The Steering Committee has had three meetings: October 15, 1996, November 18, 1996, and December 4, 1996. The first community meeting, the Scoping Meeting, was held on December 4, 1996.The Scoping Meeting was intended to solicit input from the community regarding the EIR preparation, including the alternatives and issues to be studied. The Steering Committee's work to date has been to consider these alternatives and prepare for the December 4, 1996 Scoping Meeting. The Steering Committee.had significant discussions about strategies to include the community in this process. A full page ad was placed in the Signal on November 24, 1996 and December 1, 1996 to explain the Circulation Element Amendment and the EIR. process and to encourage the public to attend the Scoping Meeting. In addition, flyers were distributed to a mailing list of approximately 250 intereted individuals and associations. The following is the tentative schedule for the completion of the Circulation Element: April 21 - May 9, 1997 Public Workshops (3) May, 1997 First Public Hearing (Planning Commission) 'Agenda IteIII: / L� May 27, 1997 45 -day DEIR Public Review Period ends July 15, 1997 Final EIR Circulated Late July and early Public Hearings before Planning August Commission and City Council August 1997 Certify FEIR, Findings and Statement of Overriding Consideration, Mitigation Monitoring and Reporting Plan The Steering Committee will continue to meet throughout this process to provide direction to staff and to the consultants regarding the preparation of the EIR and the .public participation process.
