This is a public hearing item to consider comments regarding the proposed assessments for
Santa Clarita Landscape Maintenance District No. 1 and to approve the final Engineer's Report
and authorize the levy of the assessments.
On May 28, 1996, the resolution initiating the proceedings for the four zones within Santa
Clarita Landscape Maintenance District No. 1 (the District), and the resolution declaring the
City's intention to levy assessments for the District on the tax rolls for fiscal year 1996-97 were
approved, along with the approval of the Preliminary Engineer's Report and call for a Public
Hearing. The final Engineer's Report is attached and is also on file with the City Clerk.
Zone one consists of the parcels within Tract No. 48117. This tract was required, as a condition
of approval, to install certain improvements, including portions of Golden Valley Road and
enhanced landscaping adjacent to Golden Valley Road. In addition, the developer was required
to establish a funding mechanism to ensure on-going maintenance of the landscaped areas. The
Council approved the formation of a landscape maintenance district on November 10, 1992 in
compliance with project conditions.
The landscaping was expected to be ebmpleted during the 1993-94 Fiscal Year and accepted by
the City for maintenance. Due to the delay of the construction of Golden Valley Road, the
landscaping was not installed when expected. The properties were not assessed the last few
years because the landscaping was not in. It is now anticipated that the landscaping will be
installed and that it is necessary to collect assessments for the 1996-97 fiscal year. The amount
proposed to be collected will be the same as the established rate of $9,200.88 for the district.
There are 104 parcels in the district. The amount each parcel will be assessed is $88.47, the
same amount which was established by all previous annual reports and formation documents.

Zone two includes the Parkway and medians along the Price Club. This zone was originally
formed on August 22, 1995. The total assessed amount required to maintain the landscaping
will be $14,112, the same as last year. Medians C, D and E are shown on the original district
map. Medians A and B have also been landscaped and irrigated by the developer. In order for
these medians to be maintained, it is recommended that these medians be annexed into the
district. There are funds available from the existing district to maintain those areas. Approval
of the Engineer's Report indicates Council consent and approval of the inclusion of those
medians into the district.
Zone three includes landscaped areas within Tract Nos. 45416-01 and 45416-02. This zone was
originally formed on September 26, 1995. The total assessed amount required to maintain the
landscaping will be $33,188, the same as last year,
Zone four consists of sidewalk trees along Via Princessa at Sierra Highway. This zone was
originally formed on November 14, 1995. The annual assessment is $3,300, the same as last
year. The original district documents include the street trees along Via Princessa only. The
Engineer's Report recommends that the street trees along Sierra Highway be annexed into the
district. There are adequate funds in that district to pay for the maintenance of those trees.
Approval of this report indicates Council consent and approval of including the seven pine trees
along Sierra Highway into the district.
Upon conclusion of the public hearing, the Engineer's Reportsand assessments should be
approved as is or approved with modifications as the Council directs.
Fiscal Impact - None to the City.
RECOMMENDATION
Conduct the public hearing, adopt Resolution No. 96-64 approving the assessment diagrams and
Engineer's Reports, and authorizing the annual levy of assessments.

AND FIXING JUNE 25, 1996 AS THE DATE FOR A PUBLIC
HEARING AND HEARING OBJECTIONS THERETO
WHEREAS, the City Council, pursuant to the provisions of the Landscaping and Lighting Act
of 1972, being Division 15 of the Streets and Highways Code of the State of California (the
"Act"), desires to initiate proceedings for the Santa Clarita Landscape Maintenance District
No. 1 (the "District") and for the levy and collection of annual assessments within the entire
District, for the Fiscal Year 1996-97, for the purposes and provided therefore, in the Act; and
WHEREAS, the improvements to be installed or maintained may include installation,
construction or maintenance of any authorized improvements under the Act, including, but not
limited to, lighting facilities, traffic signals, one or more of landscaping, statuary, fountains, and
other ornamental structures and facilities, park or recreational improvements and any facilities
which are appurtenant to any of the aforementioned or which are necessary or convenient for
the maintenance or servicing thereof; and
WHEREAS, Sections 22585 and 22622 of the Act require that the City adopt a resolution
generally describing any new improvements or substantial changes in existing improvements
within the existing District and order the assessment engineer to prepare and file a report in
accordance with Article 4 of the Act for the existing District; and
WHEREAS, the Assessment Engineer has filed with the City Clerk the Engineer's Report
required by Article 4 of the Act (the "Engineer's Report"). All interested persons are referred
to the Engineer's Report for a full and detailed description of the proposed boundaries of the
existing District, the improvements, and the proposed assessments upon the assessable lots and
parcels of land within the existing District.

NOW; THEREFORE, the City Council of the City of Santa Clarita does hereby resolve,
determine and declare as follows
SECTION 1. RECITALS. The above recitals are true and correct.
SECTION 2. Santa Clarita Landscape Maintenance District No. 1, consisting of four zones, is
generally described as including, but not limited to:
ZONE ONE: Property adjacent to that landscaped area within the public right-of-way adjacent
to Golden Valley Road between California Highway 14 and Green Mountain Road, as shown in
the Engineer's Report.
ZONE TWO: Property in the right -of way and median adjacent to the Price Club.
ZONE THREE: Property and slopes within Tract Nos. 45416-01 and 45416-02.
ZONE FOUR: Sidewalk trees located within the right-of-way along Via Princessa at Sierra
Highway.
SECTION 3. ENGINEER'S REPORT. The City hereby finds that each and every part of the
Engineer's Report is sufficient and the City hereby preliminarily approves, passes on and adopts
the Engineer's Report as submitted to the City Council and filed with the City Clerk. The report
shall stand as the Engineer's Report for the purpose of all subsequent proceedings.
The City Council does hereby make reference to the Engineer's Report which indicates the
amount of the proposed assessments, the zone boundaries, detailed description of
improvements, and the method of assessments. The report titled "Engineer's Report for the
Santa Clarita Landscape Maintenance District No. 1 and Assessment Levy for Fiscal Year
1996-97," is on file in the office of the City Clerk and reference to said report is hereby made for
all particulars.
SECTION 4. DESCRIMON OF THE D S MC`r. The City Council hereby makes the expense
of said work chargeable upon, all the property within the existing District, to be known as the
Santa Clarita Landscape Maintenance District No. 1, which property is included within the
exterior boundary line shown upon that certain map entitled "Diagram of the Landscape
Maintenance District No. 1," indicating by said boundary lines the extent of the territory
included within the existing District and which maps are on file in the office of the City Clerk..
Reference is hereby made to said maps for further, fiill and a more particular description of the
existing District, and said maps so on file shall govern for all details as to the extent of the
District.
SECTION 5. DESCRT MON OF WORK The public interest and convenience require, and it
is the intention of the City Council to levy and collect annual assessments within the existing
District for the Fiscal Year 1996-97 within which the following work is to be done, to wit:

The installation of landscape and irrigation improvements within the area to be
maintained by the district, maintenance of the landscaping and any authorized
improvements under the Act, including, but not limited to, lighting facilities,
traffic signals, one or more of landscaping, statuary, fountains, and other
ornamental structures and facilities, park or recreational improvements and any
facilities which are appurtenant to any of the aforementioned or which are
necessary or convenient for the maintenance or servicing thereof, including
irrigation. This includes all work described in the Engineer's Reports.
SECTION 6. LOCATION OF WORK The foregoing described work is to be located within
streets and easements of certain areas, all as more particularly described on the maps and the
Engineer's Reports.
SECTION 7: TIME AND PLACE OF PUBLIC H ARIN . Notice of a public hearing is hereby
given that on June 25, 1996, at the hour of 6:30 p.m., in the Council Chambers of the City
Council in City Hall, at 23920 Valencia Boulevard, First Floor, Santa Clarita, California, any
and all persons having any objections to the levy of assessment, may appear and show cause
why said levy of assessment or work should not be approved in accordance with this Resolution
of Intention. The City Clerk shall consider all oral and written protest. Written protests must
be filed with the City Clerk prior to the conclusion of the hearing and shall state all grounds of
objection and a description sufficient to identify the property.
The City Clerk is hereby directed to give notice of such public hearing pursuant to the Streets
and Highways Code by causing a copy of this resolution to be published once in a newspaper of
general circulation for the City of Santa Clarita not less than 21 days before the public hearing.
SECTION 8. LANDSCAPING AND LIGHTING. All the work proposed shall be done in
accordance with the Landscaping and Lighting Act of 1972, being Division 15 of the Streets and
Highways Code of the State of California.
SECTION 9. The City Clerk shall certify the adoption of this resolution.

AND ASSESSMENT AND LEVYING THE
ASSESSMENTS WITHIN SANTA CLARITA
LANDSCAPE MAINTENANCE DISTRICT NO. 1
WHEREAS, on November 10, 1982, the Santa Clarita Landscape Maintenance District No. 1
was formed in accordance with the Landscape and Lighting Maintenance Act of 1972; and
WHEREAS, this is the proceeding for the annual update and Engineer's Reports for levying the
annual assessments for zones one through four; and
WHEREAS, on May 28, 1996, the City Council of the City of Santa Clarita (the "City Council"),
adopted Resolution No. 96-63, initiating proceedings for Santa Clarita Landscape Maintenance
District No. 1 (the 'District"), and to levy and collect assessments in connection therewith; and
WHEREAS, the City Engineer was directed to and did prepare reports in accordance with
Article 4 of the Landscaping and Lighting Act of 1972 (the "Engineer's Reports") and the City
Council adopted Resolution No. 96-63 preliminarily approving the reports; and
WHEREAS, on May 28, 1996, the City Council passed Resolution No. 96-63 (the "Resolution of
Intention"), declaring its intention to levy and collect assessments in connection therewith and
to fix a time and place for hearing objections thereto; and
WHEREAS, on June 25, 1996, at the time and place for which notice was given, the City Council
conducted a public hearing and gave every interested person an opportunity to object to the
proposed levy and collection of assessments in connection therewith; and
WHEREAS, the Notice of Public Hearing was duly and legally published in the time, form and
manner as required by law, and the Affidavit of Publication is filed with the City Clerk; and
WHEREAS, written protests against the proposed formation of the District and/or the levy and
collection of assessments in connection therewith have not been made by owners representing
more than one-half of the areas of land within the District; and
WHEREAS, the City has duly received and considered evidence, both oral or documentary,
concerning the jurisdictional facts in this proceeding and concerning the necessity for the
District and concerning the proposed levy and collection of assessment in connection therewith
and has not acquired jurisdiction to order the proposed assessments in connection therewith.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve
as follows:
SECTION 1. The above recitals are all true and correct.

SECTION 2. Written protests against the levy and collection of assessments in connection
therewith were not made by owners representing more than one-half (1/2) of the area of land
within the District and any protest made, if any, was duly considered by the City Council.
SECTION 3. The reports filed by the City Engineer on May 28, 1996, and each component part
of the reports, including each exhibit incorporated by reference, is hereby approved on June 25,
1996.
SECTION 4. The levy and collection of assessment in connection therewith as set forth and
described in the Resolution of Intention is hereby ordered.
SECTION 5. The adoption of this resolution constitutes the levy of the assessment as set forth
in the Engineer's Reports for the Fiscal Year 1996-97.
SECTION 6. The City Clerk is hereby authorized and directed to file a certified copy of the
assessments respecting the District with the County Auditor/Tax Collector of Los Angeles
County no later than August 10, 1996.
SECTION 7. The City Clerk shall certify the adoption of this resolution.

ZONE ONE OF LANDSCAPE MAINTENANCE DISTRICT NO. 1(LMD NO. 1)
AND ASSESSMENT LEVY FOR FISCAL YEAR 1996-97
As a condition to the recordation of Tract No. 48117 approved by the City of Santa Clarita
Planning Commission, the developer, Amcal Diversified Corp., is required to provide landscape
improvements along Golden Valley Road shown on the diagram for Santa Clarita Landscape
Maintenance District No. 1. The District is to provide for the maintenance and servicing of the
landscape improvements and all incidentals thereto. Since this project is one development, the
properties within the development each receive full benefit from the improvements, i.e.,
maintenance and servicing. Therefore, because each parcel benefits equally, the benefit should
be proportioned to the number of lots to be created by the development.
The basis of benefit was determined to be dwelling units, i.e., one dwelling unit = one benefit
unit. Tract No. 48117 is comprised of 104 single-family dwelling units. Each parcel is assessed
based on the number of dwelling units contained thereon.
Estimated annual cost of maintenance and servicing Maintenance $ 7,200.88
of plant materials, soils, irrigation, electrical systems, Incidentals 2,000.00

1. Description of the Service
i
The proposed service involves the installation of landscaping and maintenance and operation
of the landscaping along Golden Valley Road constructed for Tract No. 48117. Tract
No. 48117 is located along Golden Valley Road between Highway 14 and Green Mountain
Drive in the City of Santa Clarita as shown on Exhibit "A"
;
Maintenance and operation of the landscaping involves: (1) regular planting maintenance;
(2) irrigation repairs and maintenance; and (3) electrical needs for irrigation.
The estimated total annual assessment for Fiscal Year 1996-97 to provide the maintenance
services is $9,200.88. -
Landscape Maintenance District No. 1(Annexation No. 1) is comprised of 111 parcels located
in Tract No. 48117. The recordation of the final map for Tract No. 48117 divided the
existing seven Assessors Parcel Numbers into 111 parcels. The 104 dwelling units and the
seven common space parcels are shown on Exhibit "A," and described as follows:

Method of Assessment
As a condition of development approved by the City of Santa Clarita Planning Commission, the
developer, the Price Club, was required to provide landscape improvements along Via Princessa
shown on the diagram for Zone Two of Santa Clarita Landscape Maintenance District No. 1.
The District is to provide for the maintenance and servicing of the landscape improvements and
all incidentals thereto. Since this project is one development, the properties within the
development each receive full benefit from the improvements, i.e., maintenance and servicing.
Therefore, because each parcel benefits equally, the benefit should be proportioned to the
number of parcels to be created by the development.
The basis of benefit was determined to be dwelling units, i.e., one dwelling unit = one benefit
unit. Parcel Map 24147 is comprised of one commercial parcel. All costs for this district are
charged to that parcel.

1. Description of the Service

ZONE THREE OF LANDSCAPE MAINTENANCE DISTRICT NO. 1(LMD NO. 1)
} AND ASSESSMENT LEVY FOR FISCAL YEAR 1996-97
As a condition to the recordation of Tract Map No. 45416-01 and -02 approved by the City of
Santa Clarita City Council on September 26, 1995, the developer, Weston Development is
required to provide landscape improvements as shown on the diagram for "Zone Three of
Landscape Maintenance District No. 1." The district is to provide for the maintenance and
servicing of the landscape improvements and all incidentals thereto. Since this project is one
development, the properties within the development each receive full benefit from the
improvements, i.e., maintenance and servicing. Therefore, because each parcel benefits equally
the benefit should be proportioned to the number of parcels to be created by the development.

Method of Assessment
As a condition to the recordation of Tract Map No. 51089 approved by the City of Santa Clarita
City Council on November 14, 1995, the developer, Albertson's, Inc., was required to provide
landscape improvements as shown on the diagram for "Zone Four of Landscape Maintenance
District No. L" The district is to provide for the maintenance and servicing of the landscape
improvements and all incidentals thereto. The original district documents include the street
trees along Via Princessa only. This report recommends that the street trees along Sierra
Highway be annexed into the district. There are adequate funds in that district to pay for the
maintenance of those trees. Approval of this report indicates Council consent and approval of
including the seven pine trees along Sierra Highway into the district. Since this project is one
development, the properties within the development each receive full benefit from the
improvements, i.e., maintenance and servicing. Therefore, because each parcel benefits equally
the benefit should be proportioned to the number of parcels to be created by the development.
