SUBJECT: SANTA CLARA RIVER TRAIL - PHASE III
PROJECT NO, 99-047 - PROJECT FEATURES
DEPARTMENT: Parks, Recreation, and Community Services
BACKGROUND
At the regularly scheduled City Council meeting of February 13, 1996, City Council adopted an
alignment for the Santa Clara River Trail - Phase III. This project will connect the South Fork
Trail (near Creekside Road) with the Commuter Rail Trail (near the Metrolink Station.)
At the time of alignment adoption, City Council was advised that the project budget would not
support an undercrossing under Bouquet Canyon Road ($375,000), a bridge over the South Fork
at Creekside Road ($350,000), or rock lininghiprap protection of the bank along Soledad Canyon
Road ($505;000). Staff suggests that these improvements (totaling $1,230,000) are key elements
to the project and should be provided.
Subsequent to. the February 13 Council meeting, staff has been able to secure $300,000 of
Proposition C grant funds to cover a portion of these improvements. Staff recommends that the
remaining $930,000 shortfall be reprogrammed from funds targeted for the future Santa Clara
River Trail - Phase IV project. (Phase IV is intended to link the terminus of the South Fork
Trail at McBean Parkway with the Valencia Industrial Center.) A reprogramming of these
funds would leave enough funds in Phase IV to allow design of that trail segment to proceed, but
would reprogram construction to future years.
RECOMMENDATION
1. Approve the addition of the Bouquet Canyon Road undercrossing, bridge over the South
Fork at Creekside Road, and riprap protection of the bank along Soledad Canyon Road into
the Santa Clara River Trail - Phase III project. Award a contract for design of the bridge
to ASL Consulting Engineers for an amount not to exceed $45,000 and authorize the City
Manager to sign all documents.
2. Authorize budget adjustments of $1,230,000 in accordance with Attachment A.
