SUBJECT: SANTA CLARITA METROLINK STATION IMPROVEMENTS - PHASE II
(PROJECT NO. 96-087) PROJECT AWARD

BACKGROUND
On January 24, 1995, the City Council approved the advertisement of Project No. 96-087 for
facility upgrades at the Santa Clarita Metrolink station. Improvements include landscaping,
a new stairway canopy, existing canopy upgrades, and a new security building. This
construction effort is being undertaken to meet the needs of the City's expanding transit
operations.
Because all bids received on June 21, 1995 exceeded the project budget, on June 27, 1995 the
City Council rejected all bids and directed staff to modify the project scope and readvertise for
bids. The project was restructured with different construction materials; and new bids were
opened on November 27, 1995 with the following results:

Additive Alternates No. 1 and No:; 2 were designed to install new landscaping on the south side
of the railroad tracks. This construction effort has been deleted from the project scope due to
lack of budget for these efforts.
Account Nos. 17-96087-227 and 55-96087-227 in the amount of $625,000 are currently
established to track all costs associated for this work. On March 14, 1995, the City Council
approved $211,562 from the above accounts for Phases II and III of the City's Art Project located
on the Metrolink site.
City Council approve the award of the contract for Metrolink improvements, Project No. 96-087,
to AMD Construction as the most qualified lowest bidder in the amount of $351,000, and
authorize $52,650 (15 percent) for change orders. Authorize the City Manager or designee to
sign all contract documents. Authorize an additional $7,000 for design changes and additional
work by Combs and Miguel Architects. Approve the revised plans and specifications for the
project.
