CONTRACT FOR SANTA CLARITA VALLEY CHAMBER OF
COMMERCE TENANT IMPROVEMENTS PROJECT GS -96.97-06.

BACKGROUND
On September 20, 1996 the City entered into a lease renewal agreement with the Santa Clarita
Valley Chamber of Commerce with an occupancy date of February 1, 1996 for the new space.
This lease renewal secures the Chamber's tenancy in City Hall for another five years and
increases the total number of square footage leased by the Chamber. In computing the net
effective rate the City agreed to provide a tenant improvement allowance of $75,000. These
funds will be used for the completion of those modifications required to remodel the space to the
Chamber's specifications. After the $75,000 expenditure by the City on these modifications, the
Chamber's new five year lease will generate a net effective rate of over $300,000 in rental
revenue. The agreement also stipulates that in the event the total construction costs exceed
the maximum allowance, the Chamber will be responsible for payment of all additional costs.
With the assistance of the Chamber's architect, James Combs of Combs + Miguel, staff
prepared drawings and specifications for bidding.
Invitations to bid were published in the local papers, required trade journals and provided to
the Chamber of Commerce, Valencia Industrial Association and all vendors who have
responded to the City's annual call for contractor qualifications for construction projects.
The results of the bid opening will be presented to Council as a supplemental report.

BACKGROUND
The results of the bid opening were not available for the regular agenda report and are
therefore being provided by a supplemental report. Invitations to bid were published in the
Signal, Daily News, Southern California Construction Bulletin, Green Sheet and provided to
the Ventura County Plan Service, Chamber of Commerce, Valencia Industrial Association
and to all vendors who responded to the City's annual call for contractor qualifications for
construction projects. On December 5, 1996 the responses from eight bidders, as reflected
below, were opened and reviewed.

Staff reviewed the bid responses for completeness and contacted references. Accent
Builders' response failed to include documents necessary for a satisfactory review of their
bid thus rendering their bid incomplete. The next lowest bid was submitted by Eagle
Construction and was deemed acceptable for recommendation.
RECOMMENDATION
1. Approve the drawings and specifications, found in the reading file, for the tenant
improvements requested by the SCV Chamber for project GS -96-97-06-
2. Award a contract to Eagle Construction in the amount of $ 57,564.62 plus 15% for
contingency. Funds for this project are budgeted in account number 2450-8640. Authorize
the City Manager to execute all contract documents and approve any contract changes.
