SUBJECT: SANTA CLARA RIVER TRAIL - PHASE III
PROJECT NO. 99-047 - ALIGNMENT & FEATURES
DEPARTMENT: Parks, Recreation, and Community Services
BACKGROUND
Council previously approved proceeding with alignment studies for construction of a Class I (off-
road) pedestrian and bicycle trail between the South Fork Trail and the Commuter Rail Station.
The results of these studies indicate that the most effective trail route is one that generally runs
as close to the north side of Valencia Boulevard and Soledad Canyon Road as possible, except
that in the vicinity of Bouquet Canyon Road, the trail would run behind the Arco AM/PM
Minimart and behind the Del Rio Center. Criteria used in the evaluation included cost,
visibility, and accessibility. Affected businesses have not voiced any objections to this
alignment, and staff has worked closely with the Newhall Land and Farming Company, the
adjacent property owner along the majority of this alignment, to ensure compatibility with
possible future land use,
In general, it is proposed that trail features be limited to a 5 -foot width of decomposed granite
material adjacent to the street, an 8 to 10 -foot bikeway, and a wood fence similar to existing
trail fencing. Sufficient budget does not exist for landscaping the trail. If provided, landscaping
would most probably be limited to the section of trail adjacent to Valencia Boulevard.
In addition, it does not appear that sufficient budget exists to construct an undercrossing under
Bouquet Canyon Road, or for a bridge over the South Fork at Creekside Road. It is proposed
that these features be included as "add options" in the construction package, with final
assessment to be made after bids are received.
RECOMMENDATION ,
Adopt the trail alignment and features described and proceed with design on that basis.
Authorize the City Manager to execute associated easement documents.

NOTICE OF POTENTIAL TRAIL ALIGNMENT
SANTA CLARA RIVER TRAIL - PHASE III
PROJECT NO. 99.047
The City of Santa Clarita has been studying potential alignments for the third phase of the Santa Clara
River Trail.
The purpose of this trail will be to provide a link between two e�dsting trails -- the South Fork Trail
(which crosses under Valencia Boulevard and runs behind the auto dealerships on Creekside Road), and
the Commuter Rail Trail (which ends at Soledad Canyon Road and the Metrolink Station).
We would like to emphasize that a trail alignment has not yet been adopted; however, we also want to
point out that studies indicate that an alignment along the north side of Valencia Boulevard and Soledad
Canyon Road appears most favorable at this time.
At Bouquet Canyon Road, it has been proposed that the trail run behind the AM/PM Minimart, under
the Bouquet Canyon Road Bridge, and along the effisting LA County Flood Control maintenance road
behind the Del Rio Shopping Center.
Recommendations for adoption of a trail alignment and trail features will be presented to the City
Council at their regularly scheduled meeting of February 13, 1996. If you have questions or comments
