HomeMy WebLinkAbout1996-11-26 - AGENDA REPORTS - SEMS (2)City Manai Item to be .T$ CONSENT CALENDAR DATE: November 26,1996 SUBJECT: STANDARDIZED EMERGENCY MANAGEMENT SYSTEM (SEMS) DEPARTMENT: Parks, Recreation and Community Services Effective January 1, 1993, California Government Code requires the State Office of Emergency Services and interested local emergency management agencies to establish by regulation a standardized emergency management system for use by all emergency response agencies. Section 8607 of the California Government Code also requires: "By December 1, 1996, each local agency, in order to be eligible for funding of response -related costs under disaster assistance programs, shall use the standardized emergency management system as adopted ... to coordinate multiple jurisdiction or multiple agency operations." In order to remain eligible, the City of Santa Clarita has revised the Multihazard Functional Plan to incorporated all components of the Standardized Emergency Management System (SEMS) including the California Master Mutual Aid System, the Operational Area concept and Incident Command Systems. Included in this revision is a modified Continuity of Government Lines of Succession. Adoption of Resolution 96-142 provides the Office of Emergency Services legal notification of the City of Santa Clarita's commitment to participating in the Standardized Emergency Management System (SEMS). With the adoption of this Resolution 96-142, staff will submit the revised draft of Multihazard Functional Plan to the California Office of Emergency Services for their evaluation. Once reviewed by the Office of Emergency Services, the Plan will be presented to the Council for final adoption by the City. Recommend. that the City Council approve Resolution No. 96-142, adopting Standardized Emergency Management System (SEMS) for training, responding and reporting in the event of a declared disaster, approve the Continuity of Government Lines of Succession and direct staff to submit a draft of the Santa Clarita SEMS Multihazard Functional Plan to the California Office of Emergency Services for approval. Adopted:�� �¢q� yy / Sen Item: Resolution No. 96-142 Continuity of Government Lines of Succession AEM/CD:cd council\sems116. pt RESOLUTION NO. 96-142 RESOLUTION TO THE CITY COUNCIL OF THE CITY OF SANTA CLARITA ADOPTING STANDARDIZED EMERGENCY MANAGEMENT SYSTEM (SEMS) FOR TRAINING, RESPONDING AND REPORTING IN THE EVENT OF A DECLARED DISASTER WHEREAS, SENATE BILL 1841 was passed by the California State Legislature and made effective on January 1, 1993 under Section 8607 of the California Government Code provides: "By December 1, 1996, all state agencies shall use the standardized emergency management system as adopted pursuant to subdivision (a), to coordinate multiple jurisdiction or multiple agency emergency and disaster operations." and WHEREAS, the intent of the law is to promote coordination of state and local emergency response in California through the implementation of the Standardized Emergency Management System by December 1, 1996 and provides in subdivision (e): "By December 1, 1996, each local agency, in order to be eligible for funding of response - related costs under disaster assistance programs, shall use the standardized emergency management system as adopted pursuant to subdivision (a) to coordinate multiple jurisdiction or multiple agency operations." and WHEREAS, the City of Santa Clarita's Multi -Hazard Functional Plan developed in 1990 and modified in 1996, utilizes all components of the Standardized Emergency Management System (SEMS) including the California Master Mutual Aid System, the Operational Area concept and Incident Command System; WHEREAS, the City of Santa Clarita has incorporated the SEMS format in training exercises and citywide drills; and WHEREAS, key members of the City's emergency operations organization have participated and trained in the appropriate State mandated SEMS Approved Course of Instruction; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does, by resolution, hereby approve and agree to comply with the Standardized Emergency Management System (SEMS) guidelines as .part of the City's preparedness, response and recovery plan; and the Clerk of this Council is hereby authorized and directed to send a certified copy of this resolution to the California Office of Emergency Services for filing.
