SUBJECT: SIGNAL INTERCONNECT AND
ISSUES
City staff often receives requests from the public to improve signal synchronization along
arterial roadways. Signal synchronization and traffic flow improvements have always been
rated at the top of citizens' concerns, a priority for the City Council, addressed in various
strategic plans, and have also been included on the Mayor's list of goals for the past year. The
purpose of this presentation is to inform the City Council about the various aspects of traffic
signal synchronization as outlined below.
1. SIGNAL INTERCONNECT PROJECTS
The City has been fortunate to receive -$1.65 million in grants from the Metropolitan
Transportation Authority (MTA) through the last three calls for projects. These funds were
awarded to implement signal interconnect projects in various parts of the City. This portion
of the presentation will focus on the status of various construction projects that install
conduits and wires between intersections so signals can be interconnected and improved
timing plans can be developed and easily transmitted to field locations.
2. SIGNAL SYNCHRONIZATION AND DEVELOPMENT OF TIMING PLANS
The purpose of this part of the presentation is to differentiate "synchronization" from
"physical installation of interconnect conduits" and provide Council with an overview of how
City staff develops synchronization timing plans. Staff will also demonstrate the signal
timing challenges we face in our community as a result of our unique traffic and roadway
patterns, as opposed to the typical arterial grid system existing in many other communities.
Staff will highlight the recent timing plans implemented along Lyons Avenue and along
certain segments of Soledad Canyon Road, as well as future plans for several other arterials.
3. THE CITY'S TRAFFIC SIGNAL SURVEILLANCE AND CONTROL SYSTEM
This portion of the presentation will include a live demonstration of the City's Traffic Signal
Surveillance and Control System at a selected intersection. It will show the outcome of
ongoing efforts to provide City staff with the capability to monitor and control traffic signals
from City offices. It will also focus on how the new technology will improve City services
and result in improved response to traffic signal malfunctions and complaints.

4. VIDEO DETECTION TECHNOLOGY FOR CONTROLLING TRAFFIC SIGNALS
This presentation will highlight the features of the AUTOSCOPETMI the video detection
system that replaces typical wires buried in roadways to control signal timing for
intersections. These devices have been installed along Soledad Canyon Road at Whites
Canyon Road and at Sierra Highway, and on Bouquet Canyon Road at Newhall Ranch Road.
The AUTOSCOPETM will soon be installed on Sierra Highway at Via Princessa.
The City Council receive this presentation for informational purposes.
