AMENDMENT OF RATE BAND

The commercial refuse franchise agreement provides for rate band adjustments based on changes in
landfill tipping fees and the Producer Price Index (PPI). The franchisees request's for adjustments
must be approved by City Council resolution.
At the June 25, 1996 City Council Meeting, staff advised that the franchisees are requesting an
adjustment in rates for all commercial accounts. The requested adjustments reflect changes in the PPI
and tipping for a period of three years beginning July of 1994 and ending July 1996. The draft
adjustments take into account the Council's further direction to create economic incentives for
commercial recyling.
The proposed rate bans have been published in their entirety as previously directed. Staff will present
examples of how the proposed rate ban meets City Council directives at the meeting.
RECOMMENDATION
Adopt Resolution No. 96-100, amending the franchisees commercial refuse rate band and recycling
bin rate schedule.

NOTICE OF PUBLIC HEARING TO CONSIDER
COMMERCIAL SOLID WASTE FRANCHISE AMENDMENT -
ADJUSTMENT OF COMMERCIAL SECTOR REFUSE RATE BANDS
NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita to consider the
adjustment of the commercial sector refuse rate band through amendment of the commercial solid
waste franchise agreements.
The hearing will be held in the City Council Chambers, 23920 Valencia Blvd., 1 st floor, Santa Clarita,
Ca., on July 9, 1996 at or after 6`..30 p.m.
Proponents, opponents and any interested persons may be heard on this matter at this time. Further
information may he obtained by contacting Bryan Boeskin in the Public Works Department, Waste
Management Division (805) 294-2500.
If you wish to challenge action taken on this matter in court, you may be limited to raising only those
issues you or someone else raised at the public hearing described in this notice, or in written
correspondence delivered to the City of Santa Clarita, at, or prior to, the public hearing.

RESOLUTION NO. 96-100
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
AMENDING THE SERVICE RATE BAND SCHEDULE FOR THE COLLECTION,
TRANSPORTATION, RECYCLING, COMPOSTING AND DISPOSAL
OF COMMERCIAL SOLID WASTE
WHEREAS, the City of Santa Clarita has adopted Resolution No. 93-83 relating to the granting of
modified exclusive commercial solid waste permits for the collection, transportation; recycling,
composting and disposal of solid waste within the city limits, and
WHEREAS, the City Council has entered into an agreement with Santa Clarita Disposal Company,
Blue Barrel Disposal Company, and Atlas Refuse Removal Company to collect, transport, recycle,
compost and dispose of solid waste, compostable materials and recyclables from all commercial
businesses in the City of Santa Clarita, and
WHEREAS, Section 10 of the City's commercial refuse and recycling franchise agreement provides
for periodic adjustment of rates due to changes in the Producer Price Index and landfill tipping fees,
and
WHEREAS, the City's franchised commercial haulers primarily utilize the Chiquita Landfill and such
action has imposed a direct impact upon the franchisees' operational costs related to all commercial
accounts within the City, and
WHEREAS, Resolution No. 96-100, hereinafter superseding Resolution No. 93-105, authorized to
impose fees and to establish a service rate band necessary for the collection, transportation, recycling,
composting and disposal of commercial solid waste to all Santa Clarita commercial accounts.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does resolve
as follows:
SECTION 1: The attached Exhibit A (Adjusted Refuse Rate Band) is the service level rate band
schedule for the collection, transportation, recycling, composting and disposal of commercial solid
waste. The attached Exhibit B is the commercial recycling bin rate schedule.
SECTION 2: This action is subject to the preparation and approval of consistent contract
amendments to the three franchise agreements.
SECTION 3: The effective date of this Resolution is September 1, 1996.
