Newman CONSENT CALENDAR DATE: May 28, 1996 SUBJECT: SAN FERNANDO ROAD (STATE ROUTE 126, PHASES III AND IV) PLACERITA CREEK BRIDGE IMPROVEMENTS PROJECT NO. 96-27 - BID AWARD DEPARTMENT. Building and Engineering Services As part of the acceptance of Phases III and IV of the San Fernando Road project, which the City administered, Caltrans is requiring the City to modify the existing Placerita Creek Bridge barrier. Following three years of negotiation with Caltrans, the City has reached a compromise aesthetic barrier rail feature which meets the goals of the City and satisfies the standards of Caltrans: The proposed barrier design is consistent with the design of the existing Magic Mountain and Newhall Creek Bridge barrier rails. On February 27, 1996, Council authorized advertisement of the subject project. The bridge barrier modification includes epoxy injection, tiling and anti -graffiti painting. On March 19, 1996, the following bids were received by the City Clerk: 1. Steven Rodgers Newhall, CA $23,960.50 2. Reyes Construction Diamond Bar, CA $59,500.00 An amount of $90,000 is budgeted for this project in Account No. 16-96027-227 from the San Fernando Road (State Route 126, Phases III and IV) Project. The William S. Hart Union High School District (see attached letter) has requested that the City install a sidewalk along the San Fernando Road (west side) from Circle J Ranch to the Placerita Creek Bridge. Based upon the available funds, staff has negotiated a price for the installation of the new sidewalk pursuant to the District's request. The negotiated price is consistent with other bids received by the City. Therefore, staff is proposing to combine the work and execute a change order with Steven Rodgers to perform the additional work for $53,608.50. rpRO�IED Agenda Item: loL SAN FERNANDO ROAD (STATE ROUTE 126, PHASES III AND IV) PLACERITA CREEK BRIDGE IMPROVEMENTS May 28, 1996 - Page 2 Steven Rodgers possesses a State contractor's license and is in good standing with the State Contractor's License Board. The bids were reviewed for accuracy and conformance to the contract documents and were found to be complete. References that were submitted by the contractor to the City were contacted and indicate all work has been performed to their satisfaction. RECOMMENDATION The City Council 1) award the contract to the low bidder, Steven Rodgers, in the amount of $23,960.50; 2) authorize $53,608.50 for Change Order Number 1; 3) authorize $8,000.00 in contingency expenditure should additional change orders to the contract become necessary. The funds for these expenditures have been budgeted for in Account No. 16-96027-227. 4) authorize the City Manager or his designee to execute all contract documents relating to this contract. Hart Union High School District staff appreciates the opportunity to provide suggested capital improvement projects that may become a part of your annual budget. We would propose the two following projects, in priority order: 1. Construct sidewalks on the west side of San Fernando Road, from Circle J south to the Placenta Creek Bridge. 2. Complete the bike trail from the Bouquet Canyon Road/Valencia Blvd. intersection to the Saugus Speedway. Thank you in advance for your consideration.
