SUBJECT: AWARD OF CONTRACT FOR DEVELOPMENT AND
IMPLEMENTATION OF A STORMWATER POLLUTION PREVENTION
SCHOOL PROGRAM
DEPARTMENT: Building and Engineering Services
BACKGROUND
The City is operating under a federally mandated stormwater permit from the State of
California and is required by the permit to implement a public information program. The City
of Santa Clarita has developed a comprehensive public information program to help educate the
public on protecting the environment, including our groundwater, rivers, and the ocean. The
ultimate goal of the program is to minimize surface runoff pollution which will protect the Santa
Clara River and the ocean, and will ensure compliance with the Federal Clean Water Act.
Public education and outreach are the keystone to municipal stormwater programs, with the
primary focus being the reduction of pollutants entering the storm drain systems. A focused
outreach effort to school-age children will net significant results. Information presented in a
classroom setting is often relayed to the parents of those children, thus educating not only the
child, but the family as well.
A pilot Stormwater Pollution Prevention School Program was implemented last year and has
received tremendous feedback from both the children and teachers. The pilot program reached
1,665 students in grades K-6. Evaluations by the teachers indicate that 98% of them felt the
program was both educational and entertaining for the students, and 94% recommended that
the program be expanded and presented to other classes in the schools. Feedback also indicated
that the program should focus on the third grade, as that is the year environmental issues and
pollution prevention are included in the curriculum. These comments were used to develop the
Request for Proposal for the program,
In order to expand the school program to all schools in the City of Santa Clarita, staff released
a Request for Proposal on August 9, 1996 for the development and implementation of a
Stormwater Pollution Prevention School Program for the City of Santa Clarita. This program
was identified in the 1996-97 fiscal year budget.

The City Council approve the award of contract for the development and implementation of a
Stormwater Pollution Prevention School Program as the most qualified lowest bidder and
authorize the Mayor to execute contract withThe Handelman Link Corporation in an amount
not to exceed $49,986.80, and to authorize the City Manager to approve and execute any change
orders or associated documents. City staff will negotiate contract terms with The Handelman
Link Corporation to identify possible cost savings, which could lower the final cost of the
program.
