SUBJECT: Earthquake Status Report
Since the January 17, 1994 earthquake, the City has managed and participated in several
earthquake recovery activities that range between emergency repairs immediately following
the disaster to current earthquake recovery activities that are being implemented two years
later. The purpose of this study session is to present the Council with a comprehensive status
of the earthquake recovery efforts, including recent efforts that have been made possible as
additional Federal program monies become available to the City. The Federal programs include
the Community Development Block Grant Emergency Supplemental Appropriation (CDBG) ,
The Home Investment Partnerships (HOME) Program for Disaster Relief, and the Economic
Development Administration (EDA) allocations.
A majority of the City's repairs completed immediately following the earthquake were funded
by FEMA. The focus of those cost expenditures included road repairs, debris removal, park
facility repairs, transit, City Hall and Corporate Yard repairs, the Emergency Operations
Center, and the Earthquake Recovery Unit in Building and Safety. The current repairs and
activities are being made possible through subsequent Federal allocations from CDBG, HOME,
and EDA. The focus of the current repairs and activities concentrate on housing rehabilitation,
additional infrastructure improvements, and economic development.
