Caltrans' procedures for the Partnership Program require the execution of a Local Agency -State Master Agreement which was approved in March 1992. In addition, a Program Supplement must be executed for each approved project. The following project has been accepted into Cycle 5 of the SLTPP program, and approval of the supplemental agreement is required at this time: SB95-5450(005): In the City of Santa Clarita on San Fernando Rd. s/o Placerita Creek to Lyons Ave: (SR 126 Phase I) Maximum reimbursement potential: $512,191 The reimbursement ratio for Cycle 5 projects is 19.35 percent of total eligible project costs. Adopt Resolution No. 96-46, and authorize the City Manager to execute and submit Program Supplement No. 031 to Caltrans. RESOLUTION NO. 96-46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT NO. 031 WHEREAS, the City of Santa Clarita has applied for State share reimbursement funds from the State/Local Transportation Partnership Program to be used for eligible projects selected by the City; and WHEREAS, the State and City are required to enter into an agreement to define certain responsibilities relative to the accomplishment of the work on approved projects. THEREFORE, the City Council of the City of Santa Clarita hereby resolves as follows: SECTION 1. Program Supplement No. 031 to the State/Local Transportation Partnership Program Agreement No. SLTPP-5450 (005) is hereby approved. SECTION 2. The City Manager is hereby authorized to execute the said Program Supplement No. 031. SECTION 3. The City Clerk shall certify to the adoption of this resolution. It is mutually understood between the parties that this contract may have been written before ascertaining the availability of legislative appropriation of funds, for the mutual benefit of both parties, in order to avoid program and fiscal delays that would occur if the agreement were executed after that determination was made. The total amount of State -Local Transportation Partnership funds payable by theState shall not exceed $512192 to be encumbered and reimbursed as follows: FY 94-95 $ 158819 FY 95-96 353373 FY 96-97 0 Any increase in State Partnership funds will require a revised program supplement. Any decrease in State Partnership funds will require a revised finance letter.. 2. The State Funds Share is calculated based on the lower of the approved eligible application amount or the eligible award amount. Within 120 days of project completion a Final Report of Expenditures must be transmitted to the Caltran's istrict Local Assistant Engineer. 4. A Final Audit must be completed and transmitted to the altran's District Local Assistant Engineer by ecember 30th (the State fiscal year following project ompletion). 5.. The Reimbursement Ratio for this Cycle 5 (94/95) Project is 19.350. In accordance with the State -Local Transportation Partnership Program Guidelines dated June 8, 1994, project eligibility is limited to contract items plus locally funded State or Local Entity furnished materials and Supplemental Work. Supplemental Work eligibility is further defined under the Project Eligibility section of the Guildelines as limited to certain maximum costs and to non. -early reimbursement projects of $300,000 or less. No invoices for reimbursement can be processed until the agreement is fully executed. If the agreement cannot be approved by your agency within six weeks, please return it.
