SUBJECT TAX SHARING FOR SANITATION DISTRICT ANNEXATION NO. 290
RESOLUTION NO. 96-98
DEPARTMENT: Building and Engineering Services
BACKGROUND
Los Angeles County Sanitation Districts No. 26 and No. 32 provide wastewater treatment
services through the Santa Clarita Valley Joint Sewerage System. To provide wastewater
treatment service to property located outside of the Districts' service area boundary, the service
area boundary must be expanded through the annexation process. To complete the annexation
process, a tax -sharing resolution to provide the necessary funding to the Sanitation Districts is
adopted by the public agencies responsible for providing services to the subject property.
The governing bodies of all local agencies that receive an apportionment of the property tax from
the area must determine the amount of property tax revenues from the annual tax increment
to be exchanged, between the affected agencies. For this annexation, a total of 1.1074 percent
of the annual tax increment attributable to the land area involved in the annexation will be
transferred to Sanitation District No. 26. Of this total, the City of Santa Clarita is contributing
0.1120 percent of its revenues from the annual tax increment for the annexation area.
The annexation proposal is for a 3.84 acre property which is currently vacant. The City's
General Plan land use and zoning designation for the site is CC (Community Commercial), and
would typically allow retailing and service uses with a floor area ratio of 0.375:1. Future
development of this site will provide increased tax revenues for all service -providing agencies.
As proposed, this annexation should result in no adverse fiscal impact to the City.
RECOMMENDATION;
Adopt Resolution No. 96-98, approving and accepting the negotiated exchange of property tax
revenues resulting from Sanitation District Annexation No. 290..
