HomeMy WebLinkAbout1996-11-12 - AGENDA REPORTS - TEMPORARY PARKING (2)AGENDA REPORT City Manager Approva o& - Item to be presented by: CONSENT CALENDAR DATE: November 12, 1996 SUBJECT: TEMPORARY PARKING - ORCHARD VILLAGE ROAD SOUTH OF AVENIDA RONADA RESOLUTION NO. 96-137 DEPARTMENT: Building and Engineering Services Mr. Jim Blumel, Vice President of Frosty's Forest, Inc., has requested that the City allow temporary parking on Orchard Village Road. The request is for temporary parking for a total of 1,000 feet along the west side of Orchard Village Road, 500 feet on each side of the entrance to the Frosty's Forest for the period. beginning Friday, November 29, 1996 to Tuesday, December 24, 1996. Frosty's Forest has been in business at the same location since 1979, and their customers have been parking along Orchard Village Road adjacent to the subject property until the establishment of a parking prohibition in the vicinity. In the last several years, the City has allowed temporary parking along the west side of Orchard Village Road, which provided a parking area for customers during the Christmas business period. Over the past few years, staff has had a concern related to the parking of vehicles for a long duration along this high-volume, high-speed road. It should also be noted that the average traffic on this road has been increasing within the last several years and the additional traffic could pose more potential accidents. Every year the owner of this property, including the current owner, Mr. Jim Blumel, has been informed by staff (see Exhibit "B') that he should look for other customer parking alternatives, as the temporary parking situation imposes safety concerns for motorists and may not be available in future years. Additionally, Mr. Blumel has provided a sketch that shows he can provide about 20 parking spaces in his lot to be used for customers (see Exhibit "C"). Staff believes it very likely that the proposed on-site spaces will be more than adequate to serve Mr. Blumel's parking needs, without creating a safety concern on the street. Staff recommends that due to the potential problems associated with temporary parking on Orchard Village Road, street parking be discouraged. Staff recommends working with Mr. Blumel to maximize the layout of his on-site parking lot and monitoring the situation during Adopied: 11-12 q( A rem stern: � RESOLUTION NO. 96-137 November 12, 1996 - Page 2 the Christmas season on weekdays and weekends. Staff recommends that only if a shortage of parking is demonstrated during staffs field visit, appropriate measures be taken to accommodate additional parking spaces on the street. Mr. Jim Blumel has indicated that he would pay all necessary costs involved in providing temporary parking at the subject location, estimated to be $166.50. RECOMMENDATION 1. Adopt Resolution No. 96-137 directing staff to monitor the parking demands for the Frosty's Forest and authorizing staff to establish the period and length of temporary parking along the west side of Orchard Village Road south of Avenida Ronada, only in the event that a shortage of parking be demonstrated during field visits. 2. Direct staff to do appropriate adjustments to the existing signs to effect this Resolution and bill Mr. Jim Blumel, Vice President of Frosty's Forest, Inc., for all related costs should adjustments to parking signs become necessary. 3. Inform Mr. Jim Blumel that he should maximize his current parking layout and/or look for other customer parking locations, because temporary parking may not be recommended in future years. 4. Increase estimated revenues in Account No. 02-3820 by $166.50should parking adjustments become necessary. Allowing this type of temporary parking on City streets, like Orchard Village Road, for a long period of time, puts tremendous liability on the City. The relatively high traffic volumes and speeds on this road impose a potential safety concern for motorists as well as pedestrians, who attempt to get in and out of their parked cars. In addition, the roadway will potentially have six travel lanes in the near future, which would necessitate parking restrictions on the street throughout the day. Therefore, this is to inform you that it is unlikely that the City would allow your request of temporary parking in the following years. We recommend that customer parking be accommodated within the Frosty Forest lot for future use. Nisich, City Engineer `NRq � Xh'g'L 0 PRINTED ON RECYCLED PAPER �'MSaUPI`a RESOLUTION NO. 96-137 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ALLOWING TEMPORARY PARKING ALONG THE WEST SIDE OF ORCHARD VILLAGE ROAD SOUTH OF AVENIDA RONADA WHEREAS, a request was made to establish temporary parking along the west side of Orchard Village Road, south of Avenida Ronada, from November 29, 1996 to December 24, 1996; and WHEREAS, it is consistent with normal traffic engineering practices to establish parking or no -parking zones; and WHEREAS, Section 22507 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping or standing of vehicles on certain streets, or highways, or portions thereof, during all or certain hours of the day. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: Section 1. That the parking of vehicles on the following streets or highways, or portions thereof, shall be allowed on Orchard Village Road, from south of Avenida Ronada to south of Dalby Drive. The actual distance and the duration of parking to be determined by the City Traffic Engineer, only in the event that a shortage of parking be demonstrated during staffs field visit of the Frosty's Forest. Section 2. That the parking of vehicles, as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section 1. Section 3. That staff shall remove.and reinstall or cover the necessary curb markings or signs to effect this Resolution. PASSED, APPROVED AND ADOPTED this day of _'19—.
